Sappanwood We expect that upon obtaining and forwarding the same, Your Honour will spare no effort to negotiate a somewhat higher price for it in proportion to its more expensive purchase price, and also succeed therein, as one would otherwise have to refrain from dispatching this expensive wood, and in accordance with Your Honour's proposal excuse it in the future, in order to compel the Japanese to pay a higher price if they desire the same. Sappanwood from Java is now being dispatched in another consignment, in the expectation that a higher price will be negotiated for it than 3 guilders or 4 guilders 19 stivers per picol, Your Honour being authorized, in the contrary case, to act according to your proposal and bring it back, as we are also of the opinion that the Japanese did not raise the previous bid for what was sent on trial solely with the aim, if possible, of always obtaining it for that price. Cubebs 38 Cloves Nutmegs Lead etc. Cubebs and Long Pepper. And since the Japanese were not willing to give more for the cubeb pepper sent on trial than six candareens, or 1 3/10 stivers per catty, and for the long pepper one mace, or 10 stivers per catty, which results in a loss of 25 percent on the former, but a profit of 22 3/8 percent on the latter, we have deemed it best to refrain from further shipments. We further recommend Your Honour to make every possible effort to promote the sale of the same, to which end the previous year's parcel of 14,000 lb is again dispatched. Tin. And by our letter of the year 1786, paragraph 44, we remarked that it is not enough merely to make a requisition for prominent goods such as tin, lead, etc., but that Your Honour ought also to ensure that the Company comes to enjoy a more sufficient profit from them; this we must further recommend to Your Honour. Imperial Requisition. Because the failure to provide the imperial requisition in such manner as we had ordered it to be drawn up 39 Servants is to be imputed to the Japanese, one also regulates oneself in the satisfaction of what has been received according to the stock, and by the substitution of other goods; however, the remaining Opperhoofd is recommended to ensure that this requisition is henceforth arranged in accordance with our wishes, and to that end to remind the interpreters thereof in good time. Porcelain. Your Honour must further insist upon obtaining the promised samples, and keep it in mind. Tent Wine. In order henceforth to observe all precision in the dispatch of such beverages to Japan, one of the Japanese servants shall be commissioned by the departing Opperhoofd to taste the same before dispatch. For the reasons given, we pass over the appointment of the assistant surgeon, his discharge being enclosed herewith, as well as for this time that of the assistant surgeon on the ship Avenhorn, Jan 40 Weights Jan de Kooker, to chief surgeon; however, Your Honour is ordered to excuse such appointments henceforth, because such servants are to be examined beforehand, as has also been done regarding this Kooker. Japanese Language. We recommend that each person, particularly the clerks who, through a stay of several years, have the best opportunity for it, be encouraged and spurred on to learn the Japanese language. By our resolution of 7 September 1786, Daily Register, we have thought fit particularly to recommend to Your Honour for guidance that which was written by the Gentlemen Masters in the General Missive of 5 November 1785, paragraph 211, that their Right Honourables would prefer to see that Your Honour, instead of referring in your letters regarding certain matters to your separate daily register, provide a brief elaboration of those matters in the letters themselves. Furthermore, Your Honour is specially recommended to provide the necessary elucidation regarding what was 41. Copper Cargo written by their Right Honourables in the repeatedly mentioned missive, paragraphs 226 and 227, regarding the unmentioned outcome of the petition submitted to the City Governor requesting him to test the Company's weights and to strike a special stamp upon those which agreed with those of the Treasury. We have thought fit by our resolution of 7 September 1786 to revoke the one-eighth percent that was still granted for ullage to the officers of the Japanese ships returning here on the delivery of the copper cargo, according to the resolution of 15 April 1784. Since the Company cannot suffer any loss through the error in copper discovered in this, we expect that Your Honour will restitute the aforementioned 5,040 1/4 lb here at Batavia, upon the safe return of the now departing ships Zeeland and Roosenburg. Ordered, to arrange these distinctly from now on, and above all not to lose sight of placing such Fatherland merchandises as are required for trade or for commerce, indeed on the same General Requisition, but under a special main section of Fatherland merchandises for trade, and to add thereto, just as regarding all the other goods that they come to require, the same columns as is customary, but with respect to that which is requested for trade, to state after the specified consumption of the last year, for each item, the prices which those goods fetched in that last year, and behind that another column showing what percentage of profit it amounts to, and in that manner to increase the requisitions with two more columns between that of the consumption in the last financial year and that of the remainders, with the further order, that if 44. Casks Weighing in and out any loss has been suffered, to state the causes thereof per a note behind the names or description of the goods, and to begin with all of this in the next following year 1787. Trade 46 Trade Siamese Sappanwood, Weights As Your Honour reports to us that you have been unable to persuade the Japanese to increase the prices of the improved cloth rashes and perpetuanas, we are obliged, although with displeasure, to acquiesce therein, but we order Your Honour to hold before them resolutely, pursuant to the preceding recommendation, that for that reason no consideration will henceforth be given to their proposals for novelties, except under guarantee of indemnification. Ships and Vessels The inventories of the pantjalling de Nieuwe Vreede and the lighter de Wellekomst, though not signed by their former commanders, correspond with the report concerning them submitted by the master shipwright at Batavia to Your High Excellencies. As several small items which are supplied for daily use on the voyage are missing from the inventory of de Nieuwe Vreede, and were presumably used by the deceased commander, but could not be accounted for by him due to his death, we have deemed it permissible to write them off, subject to the high approval of Your High Excellencies. We find ourselves obliged, however, to bring to the attention of Your High Excellencies some significant discrepancies which we have noticed between the inventory received from Batavia and the goods drawn up here by us and found in actual existence. On the Batavian inventory of this vessel are listed 8 pieces of iron cannons of 2 to 3 lb with their carriages and accessories, whereas here only 6 pieces of 4 lb with their carriages and accessories were found, so that two would be missing. The expense account of this vessel also specifies no more than 6 pieces of 4 lb, which corresponds with what we found. 12. Likewise, on the Batavian inventory are listed 14 pieces of metal swivel guns, whereas we found here no more than four, and two, according to a declaration sent over in the previous year, were lost at Batavia, thus making only six in total, which also agrees with the expense account; therefore, according to the received inventory, 8 pieces with their accessories would still be missing. 13. The lighter de Wellekomst also has on its Batavian inventory one Dutch cable, which was not found on it, but rather a coir cable, which also agrees with its expense account, on which no Dutch cable is listed. As we believe we can maintain with good reason that these differences are clerical errors in the inventories, because these goods found short on both vessels are not listed on the expense accounts, we humbly request that Your High Excellencies may be pleased to impart to us your further high decision on the matter. On the bark De Kreeft we found nothing other than a further inventory, in an envelope sealed with the Company seal; both the word further as well as many necessary equipment goods found on this vessel which are not listed on this inventory lead us to understand that there must have been a preceding inventory, which we have not found. 16. Meanwhile, directly upon its arrival, we had all goods surveyed by commissioners and had an inventory drawn up thereof. And as the commander, due to his death, was unable to render an account, the boatswain's mate on board, Pieter Pietersz Londt, gave us a record signed by three sailors and kept by him privately, of what is known to him to have been used on the voyage and to have been lost at the Cape coast as long as the commander lived, as well as rendering a further account of what was used by him during the time he held command. And as this vessel had a very severe voyage, we deemed it permissible to allow the writing-off of the reported consumed goods. From its cargo no more than 80042 lb of still usable rice has emerged, which is, however, very full of worms and dust, but will be consumed as well as possible. The boatswain's mate stated by declaration 20 bags, amounting by estimate to approximately 1800 lb, which out of necessity were consumed from the cargo; of spoiled rice, 14828 lb came out of it, and a shortage on the cargo of 15330 lb, which lots added together show that 31958 lb are missing from the cargo, which, subject to Your High Excellencies' superior judgment, ought to be charged to the account of the former commander Huijsers and his sub-lieutenant, we taking now the humble liberty to charge the consumed, spoiled, and missing amounts from the cargo back towards Batavia, subject to the high approval of Your High Excellencies, for the reason that we do not have the accounts of these two persons here, and thus cannot debit them. However, as after the drawing up of the inventory of this vessel and its confrontation with the discovered further inventory, several small goods are still missing which were possibly consumed, but no proof of this appears anywhere, and should Your High Excellencies judge that this must also remain for the account of the former commander, Your High Excellencies could find redress for this, in case the back pay due might not be sufficient, from the modest estate of both deceased officers, that of commander Huijsers having yielded 192: 20:— rixdollars and that of sub-lieutenant D: Hekken 29: 4:— rixdollars, which are now also being credited towards Batavia to the curator ad lites. Likewise, the papers which pertain to the necessary elucidation herein are now also being transmitted for further high examination. 19. Since the outer sheathing or doubling was irreparably eaten through, it had to be completely demolished, after which it was discovered that the inner planking was also already affected by shipworm between wind and water. For this reason, two strakes of new planks must be inserted, and when this vessel is careened, only then can it be determined how it looks below the water, the shipwrights judging that, however quickly and favorably everything may turn out, fully two months will still pass before it can be ready. Having taken the naval lieutenant Jonas Flander from the ship De Standvastigheid, we placed him upon it as commanding officer, just as we assigned to the said ship Londt, who was promoted by Your Right Noblenesses to sub-lieutenant. 22. Furthermore, the ship De Standvastigheid has discharged its cargo well, except for some private items, just as The 1½ lasts of wheat brought here were found, upon examination by the master baker and delegates, to be almost entirely eaten away by the worm and for more than 13 parts turned to decayed dust and entirely unusable, despite the gunny sacks in which it was stored being very dry and in good condition. Since it was thus found to be unacceptable, we charged it to the account of the officers of that vessel, who requested to take it back in kind in order to show it to Your Right Noblenesses and make their humble justification. Also from this ship came some Tuticorin and Bengal linens, as well as 15 pieces of checked rumals, which had suffered leakage, regarding which we could not properly judge whether it was fresh or already of some age, because the linen was dry yet had large stains, which in some were already beginning to mildew. Since it was not very feasible to barter these linens for gold, we deemed it best to sell them by public auction, in order to preserve them from further spoilage through a speedy sale. At this sale, the Tuticorin linens, over and above the fixed advance set thereon for cash sales at 45 per cent, yielded another 3¾ per cent, thus fully 48¾ per cent profit. 26. The Bengal ones, on the contrary, yielded a loss of 13 per cent on the fixed 46 per cent, and the rumals 23 per cent on the 32 per cent, which on both small parcels together amounted to rixdollars 19:10:—, which were paid here in cash into the petty cash box by the officers of that vessel, we having the honor to send to Your Right Noblenesses, among the accompanying papers, the statement of proceeds drawn up from this sale. There was also delivered short here 450 lb of square iron, which is listed on the invoice as having been sent for the construction of a new scow, which Captain Sterk says he did not receive; it has nevertheless been provisionally charged to his account as well, pending the further high pleasure of Your Right Noblenesses. As was likewise done with 32 yards of canvas, while the same was charged to us by the ell, and Captain Sterk says he received it only by the piece, whereby the number of pieces is correct here, but the measure in ells falls short. All these items have been charged to the account of the ship's officers with their customary percentages. Purchase. Supports in 182 gardens, being the total number of currently fruit-bearing trees 533173, and planted supports and young pepper 130668 pieces, thus all together 663781 pieces. The King of Trousang has however neglected matters very badly, because most of the newly laid out gardens there have perished again through carelessness and neglect, concerning which the First Signatory has threatened him that, unless he promptly seeks to redress this and to be more diligent, he shall at once be dismissed from his Regency. 38. The peoples of Baijang are likewise exceedingly negligent concerning the cultivation of new gardens. Although their Panghulus have already been called hither several times by the First Signatory and verbally reprimanded severely for their negligence, it nevertheless repeatedly remains limited to the submissive promises they make when they are reproached, while upon returning home they again occupy themselves with nothing other than showing their quarrelsome nature toward their neighbors, and no longer heed the reproach or order given. 39. The requisition made of 10000 lb Benzoin Cabessa for Europe we have the good fortune to be able to fulfill, as well as that for the medical shop of 300 lb. While it is entirely impossible to obtain Benzoin Extra Ordinary White, since the same must be prepared at the place where it is collected, we flatter ourselves that the parcels now being sent over will give complete satisfaction as to the quality which the highly respected Lords and Masters determined for it in the requisition for returns from the Indies, by decree of 14 December 1786. While we also flatter ourselves that the purchase cost thereof of rd=s 40 per pikol may appear very moderate to Your High Nobilities, because it is impossible to obtain this gum at present for the same price as in the days when the offices in those regions were still maintained. Whereas at present whatever one must have of that gum is impossible to obtain other than clandestinely from the hands of the English. This also prevents us from being able to fulfill the requisition of Camphor Baros for the medical shop, because the English accept the same at the price of Sp: 900 per Picol, and among that no more than about half is first sort, and the remainder second and third sort; whereas the specification of the medical shop is solely for the first sort, which is never sold alone, and cannot otherwise be collected alone than at the Baros office, when the Regents must deliver such by contract. 41. The piece of Sappanwood for a sample mentioned to us by Your High Nobilities in your highly respected missive has not reached us. Since this is however a very well-known wood, the humble First Signatory does not doubt that he has sufficient knowledge to be able to make the purchase thereof with confidence. It is however still difficult to obtain such from the hands of the native here. The reasons for this are that the Chinese have up to now purchased such at the price of 3 Rupees per Pikol, whereas we have at present offered no more than 2 Rupees for it, which is about equal to the Javanese prices, and in Dutch currency amounts to f 2:9:8. And since the native still continues to refuse to bring such readily for that price, the humble First Signatory has judged it proper and necessary to prohibit the private export thereof, as has indeed been done; because otherwise there is absolutely no possibility of obtaining such for the offered price, hoping that Your High Nobilities may find this procedure advantageous for the trade of the Company, and not too harsh for the suppliers, because this wood is cultivated without the least trouble, and was previously considered by the native to be not much better than firewood, and their eyes were only first opened concerning it by the Chinese traders for lack of other merchandise. While we rest assured that when they cannot sell it to anyone else, they will come round and deliver it to the Company just like the pepper. And as the damage consisted merely of blue stains, while the linen was otherwise good and strong, we, after establishing the price for the good ones, gradually mixed this small lot in among the good ones, to which the small supply gave us opportunity; thus, although lower in purchase price, they were sold for the same price as the good ones, which is the origin of the higher percentage. Whereas the same, according to the price customary among the native of 4:10 s, would yield no more than 3 3/4 per cent gross, and although on account of their small quantity we might perhaps see a way to make 5 - from them, this nevertheless yields only 11 1/2 per cent, wherefore we judge that we ought not to sell them, but are under the obligation to have to send them back. Section 53. Likewise, on account of their high purchase price, the first and second sorts of Guinea coarse bleached Bengal would have become unsaleable if we had not mixed them with the third sort, whereby they now yield 49 per cent gross. 54. Regarding these cloths, we must take the liberty of submitting this humble remark to Your Right Noblenesses. 55. The difference among these three sorts is visually so slight that a knowledgeable cloth expert must be present to distinguish them, which is thus impossible for the native; on the other hand, the difference in the purchase price is very considerable. 56. The highest price that can be made for them here in gold is 6 - -. At that price, the first sort yields 4 per cent gross, the second 8 1/2, and the third 85. How detrimental the first and second sorts are to the profit of the third sort is thus clearly apparent to Your Right Noblenesses from this. 57. However, while returning the linen is likewise very disadvantageous and it is certainly better if this can be avoided in any way, and the three sorts together have still yielded 3 per cent above the regulation price for Bengal linens, we have judged it to be to the greatest advantage, since the quantity of both first sorts was indeed only small, to let them pass along with the entire lot. Humbly requesting Your Right Noblenesses, however, that we may henceforth be excused from the first and second sort. 58. After the arrangements for the Bengal cloths were made in this manner, they yielded together 53 1/2 per cent. 59. The Tuticorin cloths, for whose abundant shipment we are particularly obliged to express our most humble thanks to Your Right Noblenesses, since the same, in the absence of Guinea common bleached Coast, is the most necessary and sought-after linen for this Coast, yielded together 57 1/2 per cent, and thus 6 per cent more than in the past year. 60. 61. The Surat linens, although the black broad whole Baftas, large and small red Karikams yielded some per cent more than in the past year, nevertheless yielded together only 52 per cent, thus one per cent less than in the past year. Whereas the native prefers them, and their sale could be considerably larger than that of those with white headers. Section 63. However, since the gathering of linen at your offices certainly cannot yet be as flourishing as it has been previously, and thus the sorts cannot be supplied so specifically according to the demand, we humbly request Your Right Noblenesses to please send us each time for the demanded bleached coarse linens such as are on hand and gathered at the Company's offices, regardless of whether it is Coast, Bengal, or Tuticorin, as it has pleased Your Right Noblenesses to do at present. Concerning the merchandise, we take the humble liberty most strongly to request Your High Nobilities to let us have as much thereof as is in any way possible, while we do not doubt that we shall have a desired trade this year, such that the warehouses may well be for the greatest part empty by the arrival of the ship. Section 81. We have humbly excused the requisition of cash for the coming year, because some funds have been counted into the cash box by the humble first signatory here, in the hope that Your High Nobilities will not take this amiss of him, and on that account we maintain that we can manage for two full years without unexpected incidents, presently praying Your High Nobilities humbly for that reason to grant Your highest approval to the counting done, whereof under Domestic Affairs we shall have the high honor to supply the humble motives to Your High Nobilities. The remainders of our large money treasury presently consist of well over 60,000 rixdollars, that of rice of 139089 lb, and of gunpowder of 5622 lb. Section 82. We have caused 7947:44:- rixdollars from the Large Money Treasury to reach Poulo Chinco, as well as the necessary rice, gunpowder, and other domestic necessities, wherewith we have been able to accommodate that station, all of which, together with the merchandise brought for it from Batavia, was sent thither on the 5th of January of the current year. Section 83. While the Assayer Oland is in great perplexity for lack of assaying necessities, we humbly request Your High Nobilities that it cannot be assayed in the coming year, and that this will cause many difficulties with the merchants. Domestic Affairs. Section 84. Regarding the benzoin sent back by Your High Nobilities, which was reclaimed by the Natal Resident Robert Broff from the vessel of Tjampa, the first signatory has imparted to him the questionnaires specified by Your High Nobilities, but the same have not yet been answered by him. While it is not clear to us from Your High Nobilities' highly respected letter what we should do in case the Resident should write that he reclaimed the benzoin as goods recently sold to him and not yet paid for, we humbly request that we may receive Your High Nobilities' high further orders thereupon. Section 85. The buyers of that sum, namely the Captain of the Chinese nation here, Lauw Toauko, and the Batavian Chinese Go-Totko, each for 30 chests, have addressed themselves to us to request the restitution of their money, as the same had not yet been returned at Batavia. However, while Your High Nobilities' highly honored letter of the 24th of July of the past year dictates that the same should be paid out there, and the benzoin is also charged per invoice, we have turned them down, but promised to write humbly thereof to Your High Nobilities so that the money might reach them there. Section 86. The shoes sent in the current year for the soldiers being for the greatest part so small that they cannot be used by them, we are obliged to send 100 pairs of the same back now. While we hope that Your High Nobilities will be pleased to deem it equitable that we do not force upon those people, whose livelihood is after all so meager, goods that they cannot use. While at Batavia there will be no lack of opportunity to employ the same for incoming young persons. Section 87. Section 88. The estate of the widow Roode is also accounted for toward Batavia in accordance with Your Right Nobilities' high orders, and § 92. Native Affairs From the peoples of the Tigablas Cottas we had to endure the most unreasonable and obstinate treatment for a week, despite their constant hypocritical protestations of their most sincere friendship toward the Company. This obstinacy finally went so far that the first signatory, in order to prevent all further disadvantageous consequences, was at last obliged to make a change in the Panglimaship of Padang. After they had postponed coming down from time to time since the arrival of the Company's ship in A:o 1786 due to internal unrest to receive the presents sent by Your Right Nobilities, they finally came down at the beginning of the month of September last, having made a firm agreement among themselves to insist upon the appointment of another Panglima. Having arrived at Tanjong Saba, a place situated about half an hour from Padang, where they are accustomed to rest for one or more nights at their pleasure and subsequently to be fetched by deputed Padang Ponghouls, the spirit of discord was sown among them there regarding the persons whom they should propose for the Panglimaship, through which the 13 villages fell into 4 different factions. Native Affairs § 97. The hypocritical Radja Sallier played the leading role and commanded the strongest party among these. Knowing full well that the Company would never voluntarily choose him as Panglima again, he then took the treacherous decision to bribe some of the oldest Ponghouls and make them dissatisfied, and to incite them to close the roads, on the condition not to reopen them except on the condition that he became Panglima. This plan succeeded, indeed even so far that after approximately between 80 and 100 Ponghouls had come hither from Tanjong Saba, he even bribed several of them—who had already seen the first signatory and greeted him on the Barong—for the trifle of 2 to 3 Sp=s, so that they also went back to the mountains for a week. § 98. The Ponghouls who had come down, numbering over 80, were then admitted to an audience and received the Company's letter and gifts. They promised this and requested their customary annual gratuity in order to be able to depart again immediately and carry out their promise. The First Signatory then handed this over to them, accompanied by a detailed address in which he showed them that the reason why they enjoyed this annual gratuity was none other than to obligate themselves thereby to care for the safety of the roads and to encourage the hill people to come down for trade. They replied that they well knew this and that it was also their sincere intention to do so, but that they requested to speak with me alone in the evenings, negorij by negorij, on different days. I then pointed out to them that such evening audiences were not customary, and also that the time of 13 evenings would be consumed by it, which took far too long, whereas they had heard my request that they should go back quickly to the mountains to get the roads open again. Yet while I was very inclined to hear what they had to say, provided that their proposal was reasonable, I suggested to them that they should first confer with one another, and that the negorijen that had one and the same matter to propose could come inside together in the morning, at which time I would take them aside and hear them. § 102. Two of the smallest negorijen, which have little to say and always conform to the majority because of their weakness, then returned to the mountains, and nine § 101. came Native affairs came to me after the course of 3 days, and their request consisted of the dismissal of the Padang Panglima Radja mangsor. I then pointed out to them that I could not well accept this request of theirs, since at first it was only a request of nine negorijen, and that in such matters all thirteen negorijen ought to be of one mind. For otherwise, by satisfying the one party, I would make the other dissatisfied, and thus matters would not be improved; that besides this, the Panglima was a good man who did no harm to anyone and was loyal to the Company, and I could thus not properly agree to this request of theirs. But they answered that they could not tolerate the Panglima at all, because he was a very stupid and lazy man. I then replied that if that were so, it was a burdensome post for me, but did not concern them at all, for they ruled their mountains and the Panglima the Company's land. But they answered again that, be that as it may, all thirteen negorijen had bound themselves under oath not to rest until the Panglima was dismissed, and even though some negorijen were not present with them now in this request, they had nevertheless also bound themselves under that oath, and that they did not believe they would be able to get the roads open again if I did not grant this request of theirs. § 103.
