From Souratta, the 25th of April, Anno 1755. waived, so that we are actually in negotiations with them to conclude the contract, which we also hope to have finished before the end of this month, whereupon the collection at Amed-abaad, just as here and at Brootchia, will be set in motion again, through which we hope to be able to fulfill the demands for the Fatherland and India. The demands for merchandise and necessities, which we intended to dispatch with Marienbosch, and also indicated as dispatched in our respectful letter of the 4th of January, we enclose herewith today, and take the liberty to refer to what we stated at that time, as well as in this letter under the rubric of the sale of trade goods on this matter. The reason that the said demands were left lying is that they could not be drawn up properly before one had seen the cargo brought by the last two ships, in order subsequently to make an estimate; and because we hoped that those expected vessels would appear before the departure of Marienbosch and Luxemburg, we allowed the aforesaid period to flow into the letter, which we afterward did not have time to alter. Debtors and Creditors: they contain From Souratta, the 25th of April, Anno 1755. the already known ones, except that upon the closing of the books, the Deaconry at Batavia has been credited on account of half the money found in the poor-boxes on the last of August to the sum of Rops 221 1/8 or f332:16:4, and the soldier Dionijlius Denijs, who passed away here in Anno 1749, for his estate counted into the cash treasury amounting to Rops 382:- or f573:-. We take the liberty on this occasion to remind Your High Noble Honours that in our trade books a sum of f1601:19:8 still runs as a debit item for the lower yield, or rather the shortfall in weight, of 646 1/4 lb Storax liquida on a quantity of 3081 lb, which was very rigorously charged to this Directorate in Anno 1752 by the supercargoes of the China trade at that time, namely the Commander and currently former Director Roeloff Blok and the merchant and currently Director Eijso de Wendt; humbly requesting that it may please Your High Noble Honours, for the reasons more broadly dedicated in our humble letter of the 11th of April 1752, favorably to release us from that entry, and to authorize us to write off the same in the aforesaid trade books. The entries and write-offs, both at this main office and at the subordinate offices, have been From Souratta, the 25th of April, Anno 1755. made according to the successive resolutions passed under the dates of the 2nd and 30th of January, the 10th and 26th of March, and the 7th of April, the first two and the last concerning the brought-in ship cargoes. By that of the 26th of March, we have accepted 2 horses, which were presented to the first-signatory by Governor Safderchan and the Subah of Sindij; and because by that of the 10th of the same month another case exists in which we are in need of a copy of the regulation of Anno 1681, namely the specification of the expenses of the journey of the junior merchant Bellon as ad interim chief of Amed-abaad, we request once more, in the most humble manner, to be accommodated with it. The state of this Directorate, as it stood on the last of August past, may, if it pleases Your High Noble Honours, appear from the following brief presentation, formed from our trade books of the passed financial year 1753/4, of which a more broadly extended copy, with the reasons and motives serving thereto, is transmitted herewith under No. 51: The gross profits in the financial year 1753/4, arising from the sale of merchandise as well as otherwise, amount to f697085:14:8. Deducted therefrom the loss on the sale of various trade goods, and what was further brought to the debit of the profit account f646:1:14 Thus, clear profit has been made in the aforesaid financial year in the sum of f632454:-:8. Against this, the general charges and expenses amount to a sum of f202655:10:8. Thus it appears after subtraction that the profits exceed the charges, or that this Directorate has substantially advanced by f429798:2:-. The profits in the financial year 1752/3 amounted to f903791:17:8. charges and expenses having at that time advanced not more than f136672:8:8. this Directorate having consequently at that time advanced by f847119:9:-. Thus it appears, after deduction of the smallest sum from the largest, that the most recent financial year, in contrast to the immediately preceding one, turned out to be more disadvantageous by f417321:8:-. the charges and expenses, after deduction of f269:- which the account of the previous year

Souratta the 25th April Anno 1755. It would undoubtedly have been much more agreeable to your High Noblenesses, and have flattered our zeal for the master's interests infinitely more, if we, as in the year before, could have shown that the profits of the most recent financial year had noticeably surpassed those of the immediately preceding one. But the financial year 1753/4 has in more than one respect been very fatal for this Directorate. The loss of the two richly laden ships the Wimmenum and the Vreede, which were destined hither from Batavia; the voyage of the vessel Bloemendaal to Mocha discontinued as a result; the lack of heathen weddings in the entire Hindustan Empire; the extortions of the local regents against well-to-do inhabitants; the considerable and manifold bankruptcies and languishing trade arising therefrom and from the damage suffered at sea; the constant fear of a bloody rupture between the governor of the city and the castle; and finally, without speaking of many other circumstances, the increased charges to a sum of f 65983: 12:— in comparison with the financial year 1752/3, are all matters that have harmed our profit account in the highest degree. But, as the first should not be attributed to us, but to chance, we shall take the liberty regarding the last item, namely that of the so noticeably increased charges, respectfully to remark that From Souratta the 25th April Anno 1755 that nothing in that regard was needlessly wasted, but on the contrary everything was handled with as much economy as could ever be done, this increase also not arising from any neglect, but from various unavoidable expenses, to which the voyage of Mozambique, the necessary provisions to the Honorable Company's vessels the Liefde and Bloemendal, principally on the occasion of the hurricane in November 1753, the extraordinary repairs to the Company's vessels, the re-establishment of the factory Ahmedabad, land and ship pay, also extraordinarily paid off and debited pay, item the increase of the servants within this Directorate and the resulting increased rations, house rents, hospital expenses etcetera, and finally the disbursed board and monthly wages to a corps of Buginese soldiers, have principally contributed. We shall only add hereto that the outlook which we have in general, and the means employed by us toward the expansion of trade, give us reason to hope that if the profits of the financial year 1753/4 seem somewhat meager, those of 1754/5 will appear all the more considerable. The trade books of this Directorate sent herewith have been properly reviewed in Council, approved From Souratta the 25th April Anno 1755 approved and subsequently closed with a realized profit of f 697085: 14: 8 and increased charges to the amount of f 65983: 10:— such that, after deduction of the general charges and expenses, amounting to f 202655: 18: 8, and of everything else brought to the debit of the profit account, the net profit still amounts to a sum of f 429290: 2:— as demonstrated further in the immediately preceding article. The pay books have been inspected and examined according to the new order by two specially commissioned members from our assembly, namely the secretary Ruiperti and cashier Ebbenhorst, who have also made a written report thereof, conforming to the accompanying copy under No. 22: the same being found in proper order, except for three small costs, together amounting to f 1: 12: 6, which in distributing the good months to those various persons were mistakenly disbursed in excess, and have already been redressed in the books of the current year: for the rest, there also go over among the annexes under No. 18 two original answered pay memoranda, to which we refer ourselves, and only further note that we have delivered to the pay office here, to serve for information, a copy of an extract memorandum of errors in the pay books of the Honorable Company at the Chamber

Chamber of Amsterdam encountered, concerning the pay books of the Governments of Ternate and Ceylon, which concerning the latter was sent to us directly from the Fatherland. Taxes there are none, except those which, in accordance with the latest Regulation, have fallen upon the delivered cargoes to the detriment of the ship's officers, who have been duly debited on their pay accounts pursuant to our Resolutions of 2 and 30 January last, as well as 7 of this current month. The state of the Honorable Company's main Cash Treasury was, as of the end of August last, the amount of Rupees 2391108 17/4 or ƒ35067:18:—, to which has since been added, up to the end of March last: amounting to 120288 2/9 180433:5:8. And for the merchandise weighed out successively to them 231911 3½ 347867: 7:—. The cash received from Bassein by the ship Bloemendaal 126000 1/32 189000: —:—. The bills of exchange received from Kathmandu 16000 — 24000 —:—. After which is deducted the following: That which was successively advanced to the Company's suppliers on account of the contract Rupees 300000: — 450000: —:—. The Gift Account, which in the latest financial year was increased with several extraordinary entries and the re-establishment of the factory at Ahmedabad, nevertheless exceeds that of the year 1752/3 by only ƒ335:10:8, as Your High Nobilities may please to observe from the following note. Extraordinary: That presented to the Governor Safdar Khan and other grandees, on the occasion of the double visit paid by the outgoing and present directors to His Excellency ƒ 3998: 3: 8. And since Your High Nobilities, considering the circumstances, will readily be persuaded that all the above was dispensed with a frugal hand, we take the liberty and boldness to request your favorable approval thereof, as well as for the gifts which have since been delivered on the occasion of a visit from the deputy governor Ali Nawaz Khan, subsequently from the governor Safdar Khan, and recently from Sidi Hafiz Mas'ud Khan to the first undersigned, 151 Surat, 25 April Anno 1755 delivered, as well as those sent to Prince Nana and his brother Raghoji Pandit, to the Governor of Bassein, to the Regents of Broach and Ahmedabad, as well as to the Raja of Cutch. Concerning the defective, unusable, and damaged goods, a report was drawn up by the second-in-command and chief administrator according to the annual custom from the inspection reports of the various administrations as of the end of August, summarized in our session of 10 March, and disposed of according to order, as is noted in the margin of that document next to each article; that which is to be sent to the capital is now going over on the ship Nieuw Nieuwerkerk, as well as 10719 lb of mite-infested nutmegs in 54 bags, which have been duly weighed and packed by committee members, just as we have already shipped 10 such bags with 1294 lb of ditto nutmegs per the vessel De Drie Papegaaien. From Souratta, 25 April Anno 1755 of f 3308:6:8, as well as that adapting the new gunpowder magazine at the wharf had cost 150 rupees or f 225, and raising a section of the perimeter wall adjacent thereto, and its subsequent demolition on account of the awakened pretension of the Regents in September last, followed by the erection of a bamboo fence in the place, having cost 470 8/8 rixdollars or f 2205:8:8; furthermore, the old Lodge remains continuously in the same dilapidated state, and during the current year nothing has yet been expended upon it; while, on the contrary, regarding the construction of a new Lodge and the work on the stone revetment along the river, through the assistance of Ali Nawaz Khan, deputy of Safdar Khan, and of the Honorable Company's brokers, it has finally been brought so far that the Regents already in the month of December last consented to the completion of the said revetment along the Honorable Company's land, as well as the repairing and making habitable of the stone house standing on the northeast pier, and the placing of another similar one on the southwest pier. But the first signatory was not satisfied with this, and desired that the city regents should give the Honorable Company a satisfaction as resounding as the affront had been which they had inflicted upon it last September, by violently pulling down a small piece of the boundary wall and digging out the foundations laid during the time of the former Director Schreuder. He finally, although with great effort, persuaded them to a step of which there is no precedent. Consequently, according to what was agreed thereupon, Alij Nawaaschan, deputy of the city governor, and the castle governor Sidij Havis Massoetchan in person, each separately proceeded with great ceremony to the shipyard of the Honorable Company on the 11th of February last, being received by the council members Kellij and Falck, and each saluted with 19 shots from the artillery. And after having met each other there and inspected everything, they solemnly declared to a multitude of bystanders, whom the novelty of the occasion had drawn thither, that their will and desire was that the work, which had stood still for so long, should proceed again, without anyone, whosoever he might be, daring to trouble or hinder the same; and that they granted all workmen freedom and full permission to let themselves be employed in the service of the Honorable Company for that purpose, without fearing anything. Thereupon, the said regents returned to the city under the firing of the cannon from the shipyard. Of the Council of Policy we would not have much in particular to report, were it not that the Merchant Marten Huijsvoorn, recalled by Your High Noble Eminences, and the Junior Merchant Iohannes Sanderus have provided us with extraordinary material in this regard. We would have let the matter rest there, had he not anew, through a willful disobedience to the explicit orders sent to him on 28 November and 12 December, caused an incident that we could not possibly let pass unnoticed. Since, before his departure with the cafila to Jamboeser, he had made no transfer of the office to the Second Ellinkhuijsen, it was natural that he should return again to Amed-abaad to effect this. The Brootchia government, somewhat apprehensive of the outcome of affairs, thought fit under these circumstances to address the Honorable Company, and the Governor wrote a very friendly letter to the first undersigned, in which he referred to two others written by him and his deputy to the merchant Huijsboom, containing a request for two armed ghurabs for assistance, against payment and only for a short time. The first undersigned answered the letter of the Governor in general friendly terms, and the merchant Huijsboom was ordered to reply that the Company had no ghurabs, and that its other vessels were currently busy collecting the returns from the most distant outer factories; while at the same time it was written to the junior merchant of Ieger that he could assure the regents for their peace of mind that the expelled nephew had not been able to assemble more than 1,000 men here, upon advance payment of one month's wages, for which he had pawned all his and his wife's jewels, gold, and silver, and that he would consequently soon have to give it up. And indeed, Dtamet Beek having departed from here and arrived with his people in the village of Barboet, not far from Brootchia, had to see that the warriors, without wishing to undertake anything, returned in whole bands to Surat, whereby he himself was finally also forced to retire. The peace with the Raja of Diklij also followed shortly thereafter, for 3,000 men of his troops whom he had sent to the village of Succottieve near Brootchia, having been completely beaten by a corps of 1,500 Arabs, negotiations were entered into and the agreement was concluded on condition of restitution of the elephant, the Dewan remaining with his money at Brootchia, where, however, they made him pay well for the protection granted. The factory at Ketsmandui has finally this year yielded the fruits that had already been expected last year. For the state of the Honorable Company's affairs there, which had for some time been presented by the servants as so doubtful and uncertain, having suddenly taken a favorable turn, to which the appointment of the junior merchant Sanderus as chief of Amed-abaad seems to have contributed much, we were not only given great hope for a speedy and clear handover, but were also written to that we could send the vessels, as no hindrance was to be caused to the shipment of the returns, although the troubles between the Raja and the Hereditary Prince had not yet ceased at that time. In accordance with these long-desired advices, we have received from there the previous year's returns, consisting of linens, cotton, and allhiin, as well as the recently collected cotton yarns, by the ship Broemendal, accompanied by the hooker De Jonge Jacob and the smalschip Batavia, to which were added at Mandui the Honorable Company's battela De Voorn and a privately chartered hori. We had also sent two large open private horis from here, more suitable for loading cotton bales than those of the Honorable Company, which we furthermore could not spare in the unloading of the spices, etc., but these having fallen behind on the outward voyage at night during rough weather off Diu, had the misfortune of being captured the next day, the one by the Walreese or Sanganians, and the other by the Sultanpur pirates, though the latter was recaptured by the vessels of Sidi Saban, through which event the Mandui servants were forced to freight the battela and the aforementioned hori as well; notwithstanding which some unpressed bales of cotton remained behind at Mondera, because the servants of the Hereditary Prince refused under various pretexts to let them follow. The abovementioned ship and vessels ran no small danger in the Mandui roads due to a sudden storm, and even suffered some damage, as has been mentioned in more detail previously, but finally returned safely with their cargo, bringing with them the junior merchant Sanderus, who upon his arrival, besides the Mandui trade books of Anno 1753/4, handed over to us a copy of his handover made on 14 February, and 16,000 rupees in good bills of exchange; but since it appeared to us from the said handover that a good sum in cash still remained at that factory, we have, in order not to let those funds lie there any longer without interest, ordered the servants likewise to send the same over by bill of exchange at the earliest opportunity, with orders to continue doing so each time as soon as there should be only 5,000 rupees or 2,500 florins in cash: the more so since the servants themselves complained that, due to the poor housing, they felt very uneasy with the Company's cash, which previously, as they said, had rested with the broker Jaweertjent, and we shall continue to insist on the maintenance of this arrangement to prevent all inconveniences, as long as no further purchases are made at that factory. Since the provisional restored peace in the Cutch kingdom, we have again sent various merchandise thither with the vessels following the Bloemendaal, of which the spices and a parcel of sugar, during the mishap that befell the small vessel Batavia, became wet, and were dried afterward; wherefore we have ordered the servants nevertheless to sell the spices for no less than the fixed prices, just as all the nutmegs have already been disposed of for Rep:s 220 1/32 or ƒ330:16:— per 100 lb, and to send the cinnamon back hither if it should spoil and be unsaleable, we having also received from there 10 bags of worm-eaten nutmegs. And whereas the English seem to be in earnest about coming to trade in the Cutch kingdom, and especially to relieve themselves there of a portion of their sugar lying at Bombay, since they have requested permission thereto from the Raja, and obtained it upon paying 13 per cent toll, we have therefore again shipped off 263 canassers with the hooker De Jonge Jacob, 185 From Surat, the 25th of April, Anno 1755 shipped off, which said vessel, returning from Sindh, whither it has been sent for convoy, will deliver at Mandvi, in order by this abundance to spoil our competitors' appetite for bringing more of that sweetness. The Raja having presented a horse to the first-signed, which arrived at Mandvi too late to come over with the Bloemendaal, and trade currently seeming to revive again in the Cutch kingdom, we have, following the example of earlier years, also sent over gifts for that prince with the said hooker, amounting to the sum of ƒ951:4:—, upon which we await your High Nobilities' favorable approval, this being much less than was previously spent thereon, but for lack of curiosities from the Fatherland or elsewhere, of which the Raja is a particular lover, we could not make this gift more considerable, although that prince may perhaps expect more from us, partly because the English have given him fine presents, and secondly because he seems to demand such as a right, in compensation for the 2½ per cent which the broker claims was promised verbally over and above in gifts upon the granting of the Parwana against a 2½ per cent toll. On account of the bad and cramped housing of the servants, we have permitted them to rent another house next door for 20 mamudis From Surat, the 25th of April, Anno 1755 20 mamudis or ƒ10:— per month, and increased the rent of their old dwelling, subject to some repairs, to 13 mamudis or ƒ6:10:—, and also passed for write-off an iron anchor-chain made for the batella, amounting to the sum of ƒ45:10:—, we humbly begging for the rest your High Nobilities' approval on all our proceedings in this matter. Of Agra there is nothing to say, except that according to private letters, of the Honorable Company's lodge there, shortly nothing more will remain than the bare name and the empty plot. But that which aforementioned dealt the death blow to the credit of the British, both in Bassein and at Court, is that Leskerchan, Governor of Aurangabad, being one of the principal Kayasthas or ministers of all Hindustan and held in great esteem by Nana, wishing to make a pilgrimage to Mahomet's tomb, requested the said Prince to provide him with a ship for that purpose, in order to cross over to Mocha with it. The latter, considering that the English were accustomed to sail heavily to Mocha every year, had this proposed to them, and the British, according to their usual poor politics, offered a small vessel for the said transport, and demanded ro/a: 30000:- for the freight. Because they were completely dissatisfied with this, Jankirav made all of the above known to our Commissary, adding that it would give the Prince great pleasure if the said Kayastha could go to Mocha on a Company ship, at the same time inquiring how much would be demanded for transporting that Lord with his retinue and baggage, with a proud offer of Rop:s 40000:- for the journey. Whereupon it was immediately replied that instead of one capable ship, we were ready to employ two for the transport of that Lord and his suite, and this purely out of friendship, the Honourable Company seeking nothing else, and theirs not being for sale for any money. Regarding the Cochin China trade, we can only say of it that if the ship Thoornvloet had brought an assorted cargo, better conditioned sugar and canassers, in lesser quantity, and with less short-weight, and also not with such excessive purchase prices, a suitable profit might yet have been obtained on it. Meanwhile, there is a pure Surat, the 25th of April, Anno 1755 Brief statement of what profit the Honourable Company enjoyed from the cargo brought from Cochin China with the ship Thoornvliet, together with a demonstration that on it, in comparison with that brought by Zulpenburg from Canton in China in the past year, less was gained by an amount of ƒ17563:5:8, namely: On the four assortments of merchandise, as appears from the separate books kept thereof, page 5, there was net gained an amount of - - - ƒ66721:-:8. Add to this what was profited on account of that debited to the account of the ship's officers for the found excessive short-weights on the sugar at the delivery of the cargo, up to 5522:-:-. And for 2 pieces of hides that were found surplus on the cited occasion - - - 4:16:- ƒ72247:16:8. From which is deducted that which was written off to the debit of the profit account, namely: The validated short-weights on the delivered cargo of the named vessel, up to ƒ5600:17:8. For that which the customs account of the merchandise brought by sea and that of the expenses of merchandise are in arrears - - - 7032:7:-. And that paid out to the Storekeeper for the allowance granted to him by the Regulation etc., in order to be able to rebate upon weighing out to the merchant as well as otherwise, up to - - - 3801:-:8: 16454:5:-. Thus it appears that there was still net gained a sum of - - - ƒ55793:11:8. And in the past year, on the cargo brought with Zulkenburg from Canton in China, there was net retained an amount of - - - 73356:17:-. Thus it is established that there was now less profited a sum of - - - ƒ17563:5:8. The aforementioned net profit of ƒ55793:11:8, however, differs only for the worse by ƒ8108:6:- from the profit in Anno 1752 on the cargo of the ship Vrijburg, and for the better by ƒ32871:4:8 on that obtained from the vessel Geldermalsen in Anno 1751: so that if the profits increase annually through the improvement of the trade and the reduction of the purchase prices, this could still pass for a first trial, and it is to be hoped that in time more considerable advantages will flow from it. To conclude this article, we only add hereto that since to all appearances the ship Gressenburg will have to spend the winter elsewhere, as the same, while we are writing this, has not yet arrived. Wherewith proceeding to the Outer Offices, there first occurs to us Ceylon; from this Government we have, along with a letter and the dispatches via the Malabar by the vessel Voorburg, received such papers from the Fatherland as the Gentlemen Directors in the Assembly of the Seventeen were pleased to address to us via that island with the ship Oude-Carspel. We have already had the honor to reply to the accompanying Patna extracts concerning the matter of Surat in our respectful letter of 4 January last, but of the extract from the memorandum of errors in the payroll books of the Honorable Company From Surat, 25 April Anno 1755. Honorable Company encountered at the Amsterdam Chamber, to be redressed and answered in the margin, we have had a copy delivered to the pay office here to serve for future observation, as answering it is the duty of other offices. Concerning the received requisition of supplies for this Government, we have fulfilled the same, laden the goods into the ship Voorburg, and addressed them to the Malabar ministry, to be forwarded from there. We could indeed have had these requirements delivered by one of the ships at Tuticorin, but because it is difficult this year, as usual, to get out of that bay again on account of the westerly winds, and such would considerably delay the voyage of such a vessel, and might also cause it, as happened in Anno 1752 to the ship Lekkerland, to fall away to Sumatra's west coast, we have found justifiable hesitation in doing so, and judged it better to have the requisitioned goods delivered to Cochin, where the vessel Voorburg had to call in any case, the ministers being able to send the Ceylon requisition from there with the yacht currently being repaired. Coromandel; from the ministers of this Government we have, upon the arrival of Voorburg, received three missives together with their dispatches via Cochin, and among them one of 20 November 1753, which 193 From Surat, 25 April Anno 1755 which seems to have been lost or forgotten somewhere. By another of 26 March 1754, they have sent us a note of such manufactures as lay unsold in the Honorable Company's warehouses there, with the purchase prices attached, saying this was done pursuant to an order from Your High Nobilities, to see whether they could be sold here. We must respectfully report thereon that, although there are some entries found among them that might still be disposed of at some profit if they had been brought here as fresh goods, we nevertheless fear, not without reason, that old and stale goods are to be found among them, which can be sold here with as little advantage as on the coast, besides that all defective and damaged goods would discredit Dutch manufactures in these regions, while we are busy establishing their credit above those of our competitors to the utmost of our ability, and consequently it would be very detrimental to our intention and very disadvantageous to the true interest of the Honorable Company. From Souratta the 25th April Anno 1755 came to hand. Regarding which we only take the liberty to remark that it shows that the Homeland papers for Souratta can be delivered much more quickly and accurately when sent directly from the Fatherland to Ceylon, than when sent via Bengal. Mallabaar; The ship Voorburg has brought us a letter and the advices from the Ministers of that Commandment, along with two heavy fig-ropes, one of which was rejected as unfit according to the written report of Captains Verdoes and Marchis, and has been sent back with this vessel. Also arrived on that occasion were 17 Moorish sailors, who were taken off the ship De Spaarsaamheid at Gale and transferred from there to Cochim; but of the 25 European soldiers who were planned by Your Right Honourables for this Directorate, we have received no more than 12 men, among them a corporal, the others having been taken off at Cochim and replaced by an equal number of discharged men from that Commandment. Which men we, both on that account and because our daily experience teaches us that there are no more dissolute and mutinous people than those who come from Cochim, deemed proper to leave on the said vessel to sail with it to Batavia. We acted likewise regarding the discharged men who were placed at Cochim onto the ship Nieuw Nieuwerkerk, in 795 From Souratta the 25th April Anno 1755 in place of an equal number of the crew sent from Batavia, of whom they likewise left us no more than a corporal and 13 privates. For the rest, we have satisfied the recently received demand of necessities for Mallabaar, except for the indigo seed, which is currently not to be obtained here; however, the cloths demanded by the Ministers for the past 2 to 3 years and not yet supplied, except for the flag cloth, are excused by their letter of the 20th January; we are sending them again by this shipping opportunity a demand for coir ropes of various kinds, the fulfillment of which we likewise await. From Persia we received with Nieuw Nieuwerkerk via Mallabaar a letter, dated at Karreek in Fort Mosselstein, being the first letter that has come to our hand from Merchant Kniphauzen in 2 years, serving only to excuse the detention of two Surat ships which were destined for Bassoura and provided with the Company's passes, without further communicating to us the least bit regarding the state of affairs there, both in political and in mercantile matters. The rest concerning the matter of Persia, as From Souratta the 25th April Anno 1755 as far as occasion was given to us for it by the dispatch of the ship De Drie Papegaijen, we have had the honour to treat in our humble letters of the 27th March, of which the duplicate accompanies this. On the 18th April, via the private vessel De Liefde returning from Persia, we received for forwarding a letter for Your Right Honourables from the Karreek Ministers, alongside another from the Gamron Resident Schoonderwoert, both of which we have the honour to transmit herewith. By the same vessel, the last-mentioned has again sent us 16000 lb of old copperworks, which according to the invoice are charged at 10 1/2 stivers per pound. The said Resident furthermore charges us an account of f 888:18:—, which she says was disbursed to the skipper for the freight, which we however find to be otherwise, since the skipper received nothing, but the aforesaid agreed freight, under the pretext that there was no cash in the treasury, was charged to the detriment of this Directorate, to be paid by us to the owners of the said vessel. We found this treatment no less strange, as the copperworks, just like those that arrived with De Drie Papegaijen, were found much too expensive, on which account we, under favorable approval and until further orders from Your Right Honourables, shall act regarding the loss on this parcel and the freight just as we had the honour 197 From Souratta the 25th April Anno 1755 under the 27th March to report that we would do regarding what was sent by the vessel De Drie Papegaijen, namely to enter both items under a separate heading to the debit of the Gamron office in our books. The ship Bloemendal, due to the unbelievable dilatoriness of the natives, was unable to undertake the voyage to Mocha before the 6th of this month, and we have, in addition to the freight goods, loaded into that vessel for the account of the Hon. Company 100000 lb spelter, 16000 lb iron, 600 canassers powdered sugar, 6 chests cloves, 13 chests nutmegs, and 2 sokkels mace; also given to Captain Marchis were scales and weights for weighing out those goods, as well as mark-weights for the Spanish reals or imperial gold ducats, and tola-weights for the gold. And since experience has taught that not all captains are necessarily good traders, and moreover the Mocha trade also requires a special knowledge that cannot be obtained except through experience; considering also that for the aforesaid reason it is very necessary, especially since henceforth a ship is to be sent annually from here to Mocha, that this Directorate should have a person who could each time be employed as second supercargo for that trade with some certainty; we have, in consideration of all the above

From Surat, the 25th of April Anno 1755 above-mentioned deemed it not amiss to attach the under-merchant Philip Wargaren, who is here out of employment, to Captain Marchis in the aforementioned capacity, in order to profit, through attentiveness, from the skill of the latter and from the Mocha trade, as he will be able on this voyage to benefit greatly from the well-known competence of the first supercargo, and to become capable, in the absence of such an able Mocha merchant as the said Captain, of rendering good services to the Honorable Company in that trade, and even of instructing other less experienced ship commanders in the future. To that end, we have ordered Captain Marchis to act communicatively with the said Wargaren in everything concerning the Mocha commission, to give him full disclosure of all matters and the necessary instruction, and to keep nothing concerning this concealed from him, which he has also undertaken to fulfill. In order also to awaken all the more the zeal of that novice, we have divided the usual 5 percent, and allotted 3 of them to the Captain as first, and 2 to Wargaren as second supercargo; and we hope that Your High Excellencies will be pleased favorably to approve these arrangements made by us, in favor of the salutary objective that we have set for ourselves thereby. According to the custom of previous years, we have again made a requisition of 20000 lb myrrh, first sort, 50000 lb olibanum, 3100 lb storax liquida 199 From Surat, the 25th of April Anno 1755 liquida, for China, provided that those gums can be obtained for reasonable prices, nor have we neglected to recommend to the supercargoes that they shall try to secure as much gold as shall be possible for them, since the trade in ducats here is entirely impracticable and gold is at present at a very high price, as well as to do their best to collect, if not all that the Honorable Company still has to claim from the royal treasury and some private individuals, at least a part thereof, in reduction of those debts. The good expectation that we have of the outcome of the Mocha voyage is not a little increased by our competitors, who have sent no ship thither this year, which has also moved the Honorable Company's brokers to send the local small vessel the Emmoedij thither on freight as well. On that occasion they requested a European servant who should sail with the same as titular Captain, and we have lent them the assistant Johan George Keijser with suspension of salary. The English cut a rather poor figure here at present, and are in little esteem with the Regents. Whether the Council of Bombay has attributed this decline to the peaceful conduct of Mr. Crommelin, who From Surat, the 25th of April Anno 1755 who has resided here as Chief since Anno 1752, or for other reasons as yet unknown, the said gentleman has been recalled, and in his place has been sent hither Mr. Ellis, who for some time was Chief at Bassoura. This case happened in January. Of the same nature is also the step they have taken to avenge themselves on the Surat Regents for the permission which they, notwithstanding all the intrigues employed, granted us for the erection of a new lodge in Tengiebander: for they have not only refused to grant passes to the Moorish ships that were destined for the Red Sea and the Persian Gulf, but even made a plot to force those ships, with their returns consisting principally of gold, silver, and pearls, to bring them to Bombay instead of to Surat;

There is also nothing that the British do not put into operation to prevent our establishment at Bassijn, as may appear to Your High Noblenesses from the secret letters and their enclosures, but in vain: for although they flatter themselves that they will obtain this by virtue of the naval assistance which they are presently giving to Prince Nanna against their old friend Tollaadjie Angria, we have reason to think, however, that they are very much mistaken and will find in the outcome that their applied statecraft is to no one more disadvantageous than to themselves. Another consequence of their resentment against us is without doubt their arrival at Ketsmandui, where they have obtained permission to trade upon payment of 7½ per cent duty; but we attempt to spoil their appetite for this by a new consignment of sugar which we recently sent thither, and, by expanding the Honorable Company's trade as far as Sindij, to reawaken their jealousy. 203 From Souratta, the 25th of April, Anno 1755 The Portuguese view with much anxiety and grief the progress of the Marhattas both by water and by land against Thollaadje Angria, especially the conjunction of the English and Bassijn naval armadas, and one has news that they have sent two well-armed frigates to the relief of Angria, declaring that they do not wish to have so mighty a prince as Nanna as their neighbor. It causes much speculation to see two European nations entangled in that dispute, the one for and the other against a renowned and mighty pirate, although no one can censure the policy of the Portuguese, since the daily increasing power of the Marhattas not only renders their old design to retake Bassijn increasingly less practicable, but must also give them reason to fear for Daman, and cause great disquiet even at Goa, whereas on the contrary they have nothing to fear on that score from Angria. The Swedes are expected again at Souratta this year, wherefore we most humbly request Your High Noblenesses to assist us early on with one or two ships, and to satisfy with the same the greatest part of our requisition for copper. With the Moorish regents From Souratta, the 25th of April, Anno 1755 we presently live in good harmony, as Your High Noblenesses have been able to judge from what has been said before. The solemn visit of Sidi Havis Massoetchan, of which we made mention in our address of the 4th of January, was finally made on the 18th of March at the Honorable Company's garden Zorgvrij, he having arrived by land and departed again by water, also saluted each time with 19 shots from the narrow-ship De Jonge Susanna lying in the river, as well as 3 salvos from the musketry, both from a detachment of Grenadiers and from the Corps of Bugis, alongside gifts being given to him and to the principal persons of his retinue according to custom. The Bellimora corsair keeps himself fairly quiet at present, and one hears little of his exploits; but on the other hand, the Sultanpoer pirates multiply daily, and become bolder and bolder, so that even Sidi Havis Massoetchan, unable to tolerate this any longer, has requested us to let one of the Honorable Company's armed vessels cruise with his own against them, which was also done by one of the gallivats for 10 days, without, however, achieving anything, since those rascals, as soon as they perceive danger, retreat to their main den, where one cannot well get at them without making a landing. From Surat, 25 April Anno 1757 This was already written thus far, when we received the agreeable and long-wished-for news that 36 men of the unfortunate crew members of the ships de Wimmenum and de Vreede, as well as the bark Jacatra, had arrived in the mouth of the river with a vessel from the Sidij. We thereupon delayed closing this letter until we should have seen them, in order to judge whether we could still send them to Your High Excellencies with the departing vessels; but we found that they were miserable and stripped of everything, and furthermore, according to the judgment of the medical officers, first needed some rest ashore to recover somewhat from their endured misery before they might be sent across the sea again, which could not happen at present without exposing them anew to all kinds of mishaps. This has caused us to resolve to keep these wretches, whose condition truly deserves commiseration, here for now, to provide them with what is necessary, and especially to have them keep a proper diet under the supervision of the hospital's chief surgeon, so that they do not bring an illness upon themselves through eating or drinking. From Souratta, dated 4 January Anno 1755. the Lord Captain General of Mosambicque, annexed hereto under Litera C, filled with compliments and idle assurances that were in no way borne out by the outcome. On the contrary, the first mate of Bredehoff who was sent thither, and the second mate commanding the aforesaid small vessel, have reported in writing that upon their arrival at Masamficque they found none of the crew of Bredenhoff, the skipper Jan Nielson having departed for Europe via Brasielje with 80 men of his remaining crew, leaving behind only 5 or 6 common sailors, whom they absolutely refused to hand over to the said mates, indeed whom they were never permitted to see or speak with; besides also a sum of 3700 gold Ducats in the custody of the said Lord Captain General, which he likewise refused to extradite, although he admitted the same to be for the account of the Company, under the frivolous pretext of a void promise made to the skipper to pay out those funds to no one other than such a person whom the skipper should write to him from Europe as being authorized thereto; all to be seen more fully in the said report, annexed hereto in extract under Litera D. One would think to do an injustice to the knowledge and enlightened judgment of a gentleman such as the said Captain General if one wished to assume him to have been ignorant of the fact that it was not in the power of the aforesaid skipper, without a special power of attorney from his lords and masters, to dispose thereof, or privately to spend, lend out, or alienate into foreign hands without extreme necessity the cash belonging to the Honourable Company. For since even sovereigns are not entitled to alienate the money of their subjects without their prior consent, quia quod omnes tangit, ab omnibus debet approbari, that is, because that which touches all must also be approved by all, how much less is a servant capable of doing such a thing without their knowledge regarding funds entrusted to him by his masters? And especially a skipper, who must be considered merely as a depositary and hireling for the simple transportation of the taken-on cargo, and who even in case of shipwreck is legally bound to bring the salvaged goods, as soon as possible with another chartered ship, NB: to the agreed place. So that in any event such a disbursement, or whatever one pleases to call it, with or without condition, is revocable by the owner, or by law completely invalid and null, even assuming that here the ignorance of both parties or of one of them concurred; besides the fact that it is notorious in law quod adversus transactionem detur restitutio in integrum, concurrente enormissima laesione, that is, that notwithstanding any transaction, restitution in integrum takes place when one is thereby enormously prejudiced, as exists here and will further appear below. Yet since it is maintained that the said skipper went so far astray that he lent the aforementioned sum to the said Lord Captain General by way of contract, it is indeed known, quod nemo plus juris in alium transferre potest, quam ipse habet, that is, that no one can transfer more right to another than he himself possesses; and on that ground as well, as also because of the above, such a quasi-contract is itself illusory, null, and of no value; besides the fact that there is no other evidence of such a contract than merely the word of the said Lord Captain General, and it must thus be presumed to exist only in spoken words, or else to be a private and clandestine agreement, both of which in this case as contractus illiciti, or unlawful contracts, are in no way binding; moreover it is also clear that the customary formalities were not publicly employed, everything is interpreted to the worst, and presumed against the contract itself, according to the rule quod ex secretis contractibus fraus et dolus praesumitur, that secret contracts are suspected of fraud and deceit, and the transaction itself is also null and void. The pretended condition of handing over the aforesaid 3700 gold Ducats to no one except to the order of that skipper falls along with the contract; yet its existence, as well as the validity thereof, being once assumed but not conceded, the same would in any case have to be construed with restriction, and the intention of the skipper examined and followed.
