Right Honorable Ruling Lords, The merchant, Secunde of this directorate and chief of this office, the Honorable Johannes Bacheracht, having handed over to the undersigned Assayer the authentic extract letter written by your Honors to this ministry, dated the 5th of this month; extract from the minutes of the proceedings in the Council of Policy at Hugli, dated 29 January of this year; extract of an extract missive written by Their High Excellencies the High Indian Government at Batavia to your Honors, consigned under date of 2 October of the past year; as well as a copy of the report from the Assayer of Names dated 14 September of the past year concerning the alloy found of a sicca rupee sent the last-mentioned year from this Directorate as a sample to the capital with the ship Lekkerlust; the first three aforementioned tending to order the undersigned to account for the content of said sicca found too low there upon assaying, namely 11 penn: 18¾ grains, or 1¼ grains less than bar silver content, and the latter serving as proof and demonstration thereof; the undersigned Assayer, for his discharge and for the maintenance of his good name, as well as in dutiful compliance with the highly respected orders of Their High Excellencies and your Honors, finds himself obliged in this regard to report and in 233 the most respectful and true peace of mind to demonstrate: Firstly, that said sicca rupees sent last year to the capital on the Company's behalf as a sample were requisitioned from the Company's treasury by the then merchant and Secunde commanding this office, Pieter Brueys, from the junior merchant, present Cashier Daniel Overbeek, and received by said Brueys from the hands of the Cash Banyan Moerliceen, and without having been given to the undersigned for assaying, indeed not even shown, were sealed and sent; That he, the undersigned, did not even see said specie, as mostly happens annually, and thus did not have the power to examine or report its alloy, just as he, the undersigned, consequently can in no way say with truth whether the same were struck and minted from the Honorable Company's, the Nawab's, Jagat Seth's, or English silver, and thus the accounting for its alloy found too low cannot, under high respect and correction be said, with any reason be demanded of him, the undersigned, it appearing to him that the aforementioned rupees were of Jagat Seth silver, as he is the greatest money changer in this country, who consequently has the power and preference granted to him before us and all others who have minting privileges to strike the first stamp and take from it one thousand and one rupees as sample siccas to put into circulation, and whose servants, being the most feared and having the most to say in the mints, and apparently being in cahoots with the English, currently lords of the land, in a clandestine or impermissible manner, which is conceivable, seek their profit, and to that end adjust their processing toward the Calcutta rupees, which are of a lower alloy than ours and the King's order, and toward their previous indirect dealings from the year 1727 to 1751, namely before the arrival of the undersigned 235 in this Directorate, when the Murshidabad siccas, as appears from the highly esteemed memorandum left behind by his late Excellency the Right Honorable and Venerable Lord Jacob Mossel, General of Infantry in the service of the state of the United Netherlands and on behalf of the same and the General Chartered East India Company, Governor-General of the Netherlands Indies, inserted report by the then senior merchant of the Castle Batavia, the Honorable Lord Carel Lodewyk Senff, according to the report of the then Assayer there, Villers, reached at highest only 11 penn: 18½ grains, but in the year 1756, after the arrival of the undersigned, according to the same report, reached 11 penn: 20 grains, again trying to introduce it, it costing very little effort to the Moorish assayers or testers, who are nothing but indigent rabble and common coolies, and to whom the entire coinage is entrusted for testing, or the entire specie

turns the spit, to win over to their side with a small bribe, and to have the assays reported and drawn up according to their desire for the required fineness, as the extract annexed hereto under No 1 further clearly demonstrates, just as the undersigned (trusted, subject to favorable interpretation, will not be unknown to the present Honorable Director, who has been here at the office for a considerable time) formerly in the mint during His Honor's presence here, for a similar roguish act at the time of the Nawab Siraj ud-Daulah, one or two were dismissed, ridden backwards on a donkey through Murshidabad as an example, declared infamous and banished; and the undersigned, if necessary, could cite another abominable example of that nature regarding one of the present mint assayers, Tarachand, and confirm it with an oath as having occurred in his presence. That in case it were further objected against the undersigned that he, as mint assayer, was bound by his dutiful obligation to guarantee and fully answer for the alloy of the Honorable Company's minted species, namely the sicca rupees, in this regard the undersigned finds himself once again obliged to say that such may well be the case in countries where one has one's own authority, power, and mint, but in this country, where we only have permission to have our silver minted and otherwise have no power (as has been repeatedly, circumstantial and sufficiently shown to Their High Nobilities since the year 1720 before the arrival of the undersigned here, both by his predecessors and by the mint commissioners through various demonstrations, and thus unnecessary to repeat here), it can hold no ground whatsoever, nor can it reasonably be imposed and demanded, the more so because, as is also fully known to Your Honor, it has successively since the arrival of the undersigned in this directorship always been considered both by the ministry of this office and by the mint commissioners that the presence of the assayer in the mint among the Moors (who everywhere in these regions know, recognize, nor respect anyone but one person, namely the head of the places, and there no one other than the First Commissioner, and as usual the second as a clerk, and moreover the same would serve them as a spy in the pot) could be nothing but harmful to the Honorable Company and could halt or disadvantage the minting, which was also already understood in such a manner by Their High Nobilities in the years 1720 and 1722, as appears from the extracts annexed hereto under nos 2 and 3, which the undersigned also acknowledges and cannot in any way deny the aforesaid reasons; and for that reason, the undersigned never, than as a private person, without being able or allowed to take any inspection or direction of the minting or processing, and free access was granted, of which the harmful consequences occurring at present had already seemed clear to the undersigned at the time, in the beginning or shortly after his arrival in Bengal, he was then already advised, in order to avoid these, to oppose them as much as possible, as well as to complain to his superiors at this Office on the Company's behalf by a letter, under number 4, also accompanying this in extract, concerning the conduct of the mint commissioners at that time, Christoffel Stiegehuis and Jan Albert Dewys, regarding their consideration, response, and conduct towards me, in which, however, not the slightest redress was made and upon which no reflection was cast at that time, other than solely ordering the last-mentioned commissioners to conduct themselves amicably with the undersigned so that the Honorable Company's work would suffer no hindrance, in which the undersigned had to exercise patience and console himself, the more so because it seemed and appeared to him from the contents of the copies of extracts annexed hereto under No 5 and 6 that Their High Nobilities as well as the Respected Council of Hughli were of the same opinion and desire: the administration or disbursement and re-receipt incumbent upon the mint commissioners, and the testing of the Honorable Company's silver incumbent upon the undersigned as Assayer whenever it was handed over to him and he was ordered to assay it; thus, the administration being demanded of the commissioners and the testing of the Assayer, and the latter being granted no palanquin to be able to go to the Residency whenever he considered it necessary, but only when he was sent thither on the Company's behalf for assaying, just as fairness also entails and is always practicable, the accountability of that which is delivered out and received back by them is incumbent upon administrators, although the undersigned must in conscience confess that for people, although honorable and moreover such faithful Company servants, as one is fully convinced both of the former and the present mint commissioners, when they do not understand the science of assaying, it is an absolute impossibility.

is possible, upon receipt of the specie from the mint workshops, to detect such a small alloy deficiency no matter how carefully one proceeds, the more so because, as stated before, they have no further power over the Honorable Company's silver, nor anything to say about it, other than bringing it into the mint, having it melted down in their presence, and, once cast into ingots, weighing these dherhabs for minting, being obliged to entrust it further to the mint servants, and to request the return of the minted specie as it becomes ready, as well as to be satisfied whenever it suits them, and when their processed or the Company's silver, in case the Nawab, Jagat Seth, or the English are in need of ready coin, is handed over to them in whole or in part, and afterwards the rupees minted from their silver are sometimes partly mixed with their remainder left in the mint, or the entire amount is replaced, thus entirely through no fault of their own. From this it might result that it could further be put to the undersigned that it would then have been his duty as Assayer and being present at Cassembazaar, upon every receipt of specie from the mint, to require a piece from the Honorable Chief and Council from what was received, and to take a random sample for assaying in order to report its fineness in due time and quietly. But regarding this, the undersigned must respectfully state that for the very reasons mentioned, this can be of not the least use or clarification, because it could often happen from a mixed lot melted by different parties that one had the misfortune in the random sample to hit upon one or two of the required alloy minted from our own silver here and assay them, while sending the others melted from the Nawab's, Jagat Seth's, or English silver of an inferior fineness—which the mint deputies, it is maintained, can seldom know with certainty or specify—to Batavia as samples; and if these are then examined there again and found to be deficient, this would inevitably make the undersigned innocently suspect and compromised, as well as expose him to great accountability, which he hopes will never be imposed upon him. Yet from what has been alleged here before, it might be taken and considered that the Assayer—as he can assume not the least direction or authority in the processing at the mint, and consequently just as little accountability for the alloy or fineness of the sicca rupees being minted from the Company's silver—was in Bengal of not the least advantage, necessity, or use to the Honorable Company, and could therefore be dispensed with. Regarding this, the undersigned must serve in all humility that he believes, subject to correction and wiser judgment, that an Assayer, although he can execute or perform nothing beyond the aforementioned mint operations for the benefit of the Honorable Company for the reasons mentioned other than assaying what is ordered and handed to him by his Respected Superiors and reporting thereon, is permanently and highly necessary in Bengal, in order that, whenever it happens that suspicious bars, as has occurred, silver, and mark reals of which the fineness is not accurately known, or gold species of which the fineness or true valuation is unknown, are brought for minting or sale, to assay the same and to report their value and fineness to his Respected Superiors, so that the said minerals may thereafter be ordered to be refined or melted down according to findings, or sold according to their value, and thereby to preserve the Honorable Company from difficult encounters with the Moorish mint regents, or to prevent capital from lying idle and interest-free for a long time; as well as in the event of unexpected obstacles, unreasonable objections for one reason or another, and the stalling of the Honorable Company's minting, as occurred in the years 1752/3 through the Moorish mint servants, to be able to demonstrate in time to our esteemed, aforementioned Superiors the reasonableness or unreasonableness thereof, and thereby enable them to convince the Moorish government and lodge their legitimate complaints with them as quickly as possible, and thereby, if possible, preserve the Honorable Company from great damage and expense. From all that has been broadly mentioned, demonstrated, and debated here before, the undersigned maintains, subject to wiser judgment, that it is crystal clear that the deficient fineness found by the Assayer at Batavia, by name, in the Bengal sicca rupee sent as a sample in the past year per the ship Leekerlust, occurred without his fault, doing, knowledge, or power. Subsequently was presented by His Right Honorable the Letter to the Assembly of the Seventeen, to depart shortly with the ships Vrouwe Elisabeth and Anthonetta Conradina, together with, under its resumption, at the point concerning the linen trade, produced a demonstration of the coarse goods, and that which is manufactured in the principal Arrings, Santipoer, Iaggernaetpoer; and Sawaspoer, likewise Herpiaal, costs at the place itself, what charges fall on each piece, what is credited to the merchants thereon calculated according to the Ceans price, and finally the profit and loss that they come to suffer thereby, and which in general or on average on the Ceem, and thus not counting the further on the sjarum and firti, was nothing but obvious loss; that His Right Honorable had examined this very accurately himself, but in abundance, had also had it stated by the Broker, and had it signed by the Suppliers Basbeherrij Grdadser, Derp Narein, Barbollysiem, Modden, Kommelboos Herrikissen, Boos, Bersjoeloos, Bhollonaet, Sahebram, Kappoerie Gourie Verkaar and Kissensjern Barudja, who undertook to confirm the same at all times with an Oath if required; His Right Honorable further continuing that time had not permitted to make such a survey of the prices of all or the remaining arrengs, but that this would happen on a further occasion, and show that the little Profit that the Suppliers had in these places nevertheless could not make good the loss that they came to suffer in the Rest, with the desire that this document should be inserted here beforehand and offered to the Lords Majores as well as to the Noble High Indian Government, as an evidence of how poorly the Honorable Chief Administrator Isinck and Merchant Lafont are grounded in their sentiments by resolution of the 10th April Anno passato, as if the merchants could supply the Linens at a lower Price than the previous year, for as said, on the kind of goods specified in this paper, if the small Profits and Extraordinary losses are taken on average, they absolutely fell short, as can be seen in more detail in the following Insertion Coarse

No. 783. Today, the 11th of December 1767, appeared before me, Frederik Thott, sworn clerk of the Bengal Secretariat, in the presence of the witnesses to be named hereafter, Pedro Figurado, Sech Namt Ulla peon, and Nazia Mangie, assisted by Fazil, bookbinder here of the office, assisting them as interpreter. Who, at the requisition of the Right Honorable George Louis Vernet, Director in Bengal, Behar, and Orixa, declared: That in the past month of November, without wishing to be bound to the exact day, they departed from here with a lot of gunnies in order to deliver them onto the ship Vrouwe Cornelia Hillegonda, which was on the verge of departure for Europe. That upon arriving at Fulta, they showed the consignment note to the provost, to ask him where they were to go, who had answered them that the ship was at Ingeli and that they had to depart thither. That they, about nine days after their departure from here, or to the best of their recollection on the 10th of November, had arrived at the aforesaid ship. That having come aboard, having delivered the consignment note to the chief mate, and having remained by the ship until well past midday, the chief mate had told them that they should just go ashore for that day. That they had come aboard again the second day, and had sought out the chief mate to unload the goods, but that he had said with anger that they had to wait longer, that he would indeed take over the goods, which however also had no effect that day, because they had to return ashore again with matters unaccomplished. That on the third day they had betaken themselves to the ship again; where a sloop and other vessels were lying to unload, that they pulling up alongside, the sailors had cut the rope of the vessel, so that they drifted astern with it and were carried so far by the heavy current that they had four days of work to get back to Ingeli. That during that time the commissioners for the muster had come down; when they betook themselves to the Second Warehouse Master, Mr. Rauwertz, and complained about what had happened: That a second mate of the ship, without them, the appearers, being able to state him by name, had struck the peon on the shoulder and said that he should now just go to the ship. That they thereupon cast off on that day around 4 o'clock in the afternoon to go to the ship, but due to the heavy weather, wind, and current, could not pull alongside, but on the contrary were compelled to drop anchor behind the ship, that they thus remained lying throughout the entire night in heavy wind and weather until finally the rope broke and they drifted down with the current to near Burabari, where the vessel struck the beach and broke. That going ashore near Burabari, they had requested the people for help in order to salvage the goods, but that they had refused this, referring them to the jemadar living there. That having come to the jemadar, they had requested him for the help of coolies and caulkers in order to salvage the goods and repair the vessel. That he had also assigned them twenty-five coolies and some caulkers, whereby they were enabled to salvage the goods and get the vessel afloat again, when they had departed again and brought the said goods hither. Finally, that on expenses for the salvage of the goods and caulkers of the vessel, they had spent five rupees. The above was declared by the attestants to contain the pure truth, giving as reasons of knowledge as in the text, Fazil, bookbinder, testifying for the translation, and the appearers for what was deposed, being prepared to confirm the same at all times by oath. Thus declared at Hooghly in Bengal, in the presence of Hermanus Bergman and Jan Vermeulen as witnesses. The original minute hereof is properly signed. Below stood: which I attest, was signed, Fr. There was submitted by the Right Honorable President and subsequently read the below extract from the minutes of the 15th of this month, accompanied by the attestation mentioned therein. Extract from the minutes of what was transacted and resolved in the Council of Hooghly on Tuesday, the 15th of December 1767. Subsequently, it is understood to have the attestation granted at the secretariat by Pedro Figurado and associates, concerning the gunnies sent for the ship Vrouwe Cornelia Hillegonda for the Cape but not taken over by the officers, confirmed by oath before the Court of Justice. Below stood: Agrees, was signed, Jacob Eilbracht, Junior Secretary. And after this resumption, the persons mentioned therein having been summoned into the meeting, and the attestation given by them having been presented to them, a required oath was properly taken by the first attestant, namely Pedro Figurado, in the Roman Catholic manner, with the laying of the right hand on the Gospel of John and uttering these words: Asi verdaderamente Dios me ayude. And the remaining attestants, in the Mohammedan manner, with the laying of their hands on the Quran and uttering the following words: If we have spared the truth, it shall not go well with us hereafter. Who, having been heard and examined at the requisition and demand of the titular merchant and fiscal of this directorship, the honorable Louis de Saumaise, concerning the accusation brought against him of committed assault and wounding of two natives, contained in the depositions of the native Mamdie and companions, confirmed and sworn on the 23rd and 24th of this month, likewise a confirmed deposition of the said two wounded persons, he, the hostage, stated: That it is true that he, the hostage, on a certain evening left the house of the burgher Smit at a quarter past nine o'clock, and upon coming into the open air had become intoxicated. That to the best of his knowledge he went directly to his budgerow, and subsequently pushed off and departed for Chandernagore. That the following morning around four o'clock he returned hither from there. That he then wrote a letter to the Honorable Director and one to the Honorable Fiscal, in order to recover his bearers who had run away. That he refers to a certain Mouchart, who was the same at the time when he departed in the evening with the budgerow. That that man, having previously been in Dutch service, had left the budgerow again the next day, not daring to trust himself here on the ground. That he also refers to the manjhi and rowers who are still on his budgerow, that they pushed off no later than a quarter past nine in the evening, that those people will be best able to testify in that regard, since he does not wish to fix the exact time, not knowing it accurately.
