The incoming invoices from the internal offices we have accurately examined and found that the same have been properly entered into the books, from which we must further conclude that this, as well as all other differences demonstrated by us regarding the Linens, have their origin in errors made in the outgoing invoices. To the Right Honorable George Louis Vernet, [illegible] over the Company's important interests in the Kingdoms of Bengal, Bihar, and Orissa, etc., together with the respective Council of Hughli. 713 Memorial setting forth the principal reasons and causes why the trade of the Dutch East India Company in Bengal and the subordinate kingdoms, especially with regard to the gathering and collecting of the country's products, and in particular that of piece-goods, has made no progress; drawn up and delivered by George Louis Vernet, Director on behalf of the said Company, and the Council of Policy at Hughli, to the Honorable Harry Verelst, Governor on behalf of the Honorable English East India Company, and the Council of Fort William at Calcutta. Whereas the Director and Council abovementioned, upon the return of their commissioners last sent to Calcutta, Messrs. Ross and De Laumaise, have been informed that the Honorable Governor Verelst had proposed to them that it would be best to set down the grounds of complaint concerning the adversity in our trade in writing, and that His Honor would appoint a committee to examine and determine the same; therefore, the said Director and Council, in compliance with that requirement, have drawn up this memorial, which demonstrates everything that can up to now be said to be the real cause that the Company is not assisted in obtaining the required piece-goods, etc. It would be a work without end, and so to speak a repetition of matters that continually take place, if we were here to demonstrate to what inconveniences the piece-goods trade has been subject from year to year. Let it suffice that, as far as the general matter is concerned, we remind those whom it concerns that since the year 1758 complaints have continually been made regarding the acts of violence, unjust treatment, and oppressions of the English residents and gomashtas in the aurangs, whereby our people have been rendered unable to deliver the required piece-goods to the Company on time; those of the English having cut off and taken away the pieces that were still on the loom, marked with our stamp, with threats to all weavers and other workmen that if they 715 should prepare or sell any piece-goods for others than the English, and particularly for the Dutch Company, they would on that account be most rigorously punished. This is principally the general grievance against which protest was already made in the autumn of 1758, or on the 27th of December, by the then administration, and regarding which it was promised around the 11th of January following that careful order would be taken. But it remained at that; and the evil itself worsened to such an extent that in the past spring, upon the so frequently repeated representations, it was agreed between the Calcutta administration and Director Vernet that commissioners should be sent to the aurangs to make a census and division of the weavers and other laborers, in order to make the work equally easy for everyone; a matter which, had it produced the desired effect, would forever have removed all complaints of injustices, but which, through the alteration of the measures once firmly established, [illegible].

consequence of that success has been that the thought of it causes the Director and Council nothing but grief, and why one will also refrain from mentioning it more broadly here, the more so as enough has been said about it in the letters from this ministry dated 6 and 26 May, 14, 25 June as well as 21 July of the past year. The benefit, however, which we have drawn from that commission, is that we have been put in a position to substantiate our so frequently made complaints with evidence, which, when properly examined, substantially confirms that which is actually the matter in dispute, namely that neither the dallaal nor weaver nor others are left that freedom in conducting the affairs of the different merchants which previously existed, because from the extract annexed hereto under Litt. With the bleachers the same course is taken, if it is found that they have another piece of goods in hand than for the English; being obliged in such a case, to an unspeakable detriment if not total ruin, to leave the linen lying as wet or in that state in which it was found with them. Through these and other oppressions it is that the weavers, willy-nilly, are obliged obliged to be at the service of the English throughout the entire year, and which troubles are rewarded them by their servants with beatings, extortions, and injustices; what wonder is it then that one hears complaints about the decline in the manufactures, for if the working man is oppressed, and prevented from finding his livelihood, how shall the country flourish, and from what shall the revenues be found. They are prevented from working for us or for others, not indeed so much by direct ways, but indirect means are employed for that purpose. In addition, one finds explained in somewhat more detail that which has already been mentioned previously, namely the tyranny in the signing of bonds whereby the weavers must bind themselves to the English Company, though some of their private individuals are also included among them, to weave a certain number of pieces per month; the apprehension of people who have come to seek their right from Ma Bathoe, who, as the last extract there points out, went to work so arbitrarily in Kirpag or Sjenderkona with the well-known yet dangerous Rada Mohei Bossaar, that nothing else could result from it than what happened subsequently: the flight of hundreds to Kalkatte to make their complaint to the Honorable Mr. Verelst about the violence and the damage that they had to suffer through the violent proceedings which the gomastahs put into effect by virtue of the apportioned contracts; the depopulation of that district and others being bound to increase more and more unless, as said, provision is made regarding the vexation that these people must suffer through the bidding of the English. If it were not an accumulation of the same details, we could now proceed to show that things are conducted just as harshly in the remaining aurangs. But to that end we refer to an attached translation of a memorandum submitted in Bengali by the gomastahs of the places mentioned therein and marked No. E. The only thing that we find to cite from this in the present matter is that it maintains what we complained about on the 20th of January today, namely, that in Sjenderkona the affairs of the French made progress and ours, on the contrary, stand still, notwithstanding they came to market much later than we. The same, it is said, also happens in Mohanendpoer and Hendiaal, while in these places as well as at Baddaal our money lies idle. From the last-mentioned district and Sjenderkona we have received nothing to date, and, because of all the aforementioned circumstances that unfold further in this translation, our deliveries are proceeding so defectively that we can indeed say, in satisfaction of our demands for the year 1767, of which the cash funds for the collection were already sent to the aurangs in March of the same year, not to have received a single piece of goods earlier than February last, in which manner we have already had to manage for several years in succession. the native had brought upon the English, which it is said cannot be taken ill that they came to avail themselves of it. Yet let us see how far this reasoning of Mr. Sijker is consistent with what one elsewhere, having no correct idea of the prevailing evil, might interpret as equitable and well-founded. If it were required, in order to prove the arbitrary exercise of power of which they profess ignorance, we could cite various examples regarding the thwarting of our measures and the obstructing of our business, although the latter case, or the detention of someone's property, provides the strongest proof thereof. If one nevertheless does not shrink from forcing money upon people in order to place them under an obligation which, for a free people, is not contrary to the law of nature; if one thereby considers them obligated to oneself, and on account of that quasi-obligation forbids those people on pain of corporal punishment to serve others than them to whom they are said to be engaged by that coercion, what else is that than an arbitrary exercise of power or an abuse of the authority and influence to which they appeal? In order not to be accused of using general terms, we repeat what has already been said, namely that the sellers of raw pattenie in 1766, 1767 were obliged to deliver their collection to the English, so that we could only be served on the sly. The reelers, of whom in earlier days 5000, as well as in the years 1756 and 1757 and some subsequent years still up to 2000 men worked in our lodge, are publicly prohibited from engaging themselves with others than the English Company. His Honor therefore took the mildest course, complained about the conduct of Tekoe Thakoor, and simply requested Mr. Sijker to please issue such orders against those doings as equity and the interests of our Lords and Masters came to demand. while they pass over in silence the actual representations that the English Company cannot possibly require all the silk fabrics that can or will be made from the stock of the Thaunak, and that manufactures, by such arbitrary conduct utterly contrary to the welfare of the country, rise in price yearly and become defective; and in short, whatever one attempts, it is all in vain and has no hold on people who, by such conduct, give rise to the suspicion of having domestic interests, or taking particular pleasure in thwarting our trade. But what good are our privileges to us in such a manner, and of what use is the government in a country where, against the bad conduct of others who have with the offended party only an equal aim and privilege of conducting trade, one cannot put forward one's interests! privileged merchants to follow the market. We say a privileged merchant, because that which the English Company requires from the opium proceeds or further consumes would not cause us so much grievance, and it is merely the domineering and violent measures of private individuals who ought to be excluded therefrom; at least, that this is the true and essential interest of both Companies, we do not believe will be disputed. Finally, we have arrived at the article concerning saltpetre, whereof, according to the communication from Calcutta dated 24 January 1763 by the Honourable Court of Directors of the English Company, renunciation was made in favor of our people, under certain provisos, of the exclusive right of gathering, along with permission to buy that salt where and in such manner as pleased them. Although the gentlemen of Calcutta at the same time asserted from a political standpoint that it would be detrimental to the commerce of both Companies to divest themselves of the Parwana, whereby the right of free gathering to the exclusion of others was granted to them: nevertheless, the repeated orders of their Honourable Principals in our favor are so emphatic that we could expect nothing less than an unequal distribution. About this matter there has been dispute since the year 1763, and it is not yet resolved. We declared two years ago, namely on 19 September 1766, that the proper means to prevent saltpetre from rising in price was certainly that it should be gathered by one of the European nations present here for the joint account, just as was done in former times. We still hold to that concept. But we consider that the proportion in the distribution ought also to take effect as of old. To the Right Honorable wander; if one of them finds with a weaver that he has a piece of cloth on the loom other than for them, he immediately reports this, whereupon the Weaver is fetched, punished for it, and forced to cut it from his loom, or they spare him the trouble and do it themselves, but so roughly that often the entire piece is ruined thereby, many such pieces that were intended for our Honorable Company having been shown to me by diverse weavers who kept them hidden in secret places until after the expiration of the specified 3 months. If these informers find with a washerman that he has other cloth under his hands than for them, then the same course is taken with him, and to the incalculable detriment if not total ruin of the goods, he is forced to leave it lying as wet or in whatever state it was found with him. Passing herewith to the general complaints of the aurang workmen, and in particular of the weavers regarding the treatments or rather mistreatments of the English, these consist chiefly: first, that as has already appeared hereinbefore, they are forced into the service of the English Company, and thus compelled to work almost solely for them the whole year round, and furthermore receive beatings, wrongs, affronts, etc., and that they are thus, secondly, prevented from earning their livelihood by working for the Dutch, French, and private individuals, because the English in the contracts fix the prices of the goods so meagerly that thereby they are barely reimbursed for the yarn and silk needed for them, while, thirdly, to accomplish their misery, when the goods are ready, they sort them so strictly—making waste of a piece that others accept for good quality—that they lose money on it and thus even have to pay out of their poverty; that the only favor they enjoy from the English side consists in that they never have to wait for yarn, because the sellers thereof must immediately deliver it to them for that Company in preference above all others, as appears from an order to those merchants signed by Mr Bathoe and to be found among the appendices hereto under letter 5I, which I obtained only with great difficulty; that they nevertheless must pay dearly enough for this yarn as well as the silk, owing to the profit that others enjoy thereon, and with which the prices among the sellers, which are fixed by the English, are augmented. Thus it now goes with the Weavers, and on that same footing, although in other respects, the raffagars, washers, and other aurang workmen are treated by them, as indeed they all unanimously and concordantly have complained to me, and the dalals—among whom are many of the English themselves—together with our gomastas have assured me; for to obtain written declarations of all these circumstances, notwithstanding all efforts and promises made thereto, I repeatedly found to be tried in vain, on account of their fear of the aforementioned Nation. I must yet conclude this period with a statement made to me by diverse of their dalals, also our employees, that in the service of the English they annually came to lose considerably on the sorts of goods, which could with no possibility be recovered from all the weavers, even if they took from them everything including the clothes from their body, and thus could by far not cover the same with their dalali, or commission on purchase; that they had therefore made repeated attempts under all kinds of pretexts to withdraw themselves from that service so prejudicial to them, but that these had all been in vain.
