redundant and which nevertheless alone should have moved them to the increase or decrease of that sale, to have kept very little in view, when we trace from their resolution of the 9th of December 1785 that they even then were able to decide: To let the cloves that were still remaining, and could not be sold for lack of nutmegs, go for what they would fetch, because, as is stated in that resolution, they were nowhere near as good as those of the previous year and that article was very unwanted, of which not a single pound would have been salable privately against the fixed price, were it not for the sake of the nutmegs whose profits had to compensate the merchant for the loss he suffered on the cloves. A decision which places the necessity of your serious vigilance over the observance of the established orders, for the reasons detailed at length herebefore, in all the clearer daylight, and which, as being capable of dragging along the most harmful consequences, as well as the aforementioned private sale of the spices, is thus in no way approved by us, but which one and the other we must on the contrary reject, and leave to the account of the ministers whatever shall have been made less for the spices on account of that resolution than the fixed price, of which they had knowledge at the time of taking that same resolution. While we furthermore will expect your elucidations regarding the lesser quality of the cloves alleged by the ministers, which would tend to nothing less than to bring that spice into decline at a time when, being burdened with an immense stock, one seeks to employ all means to make that article have a greater outlet. 324 We shall also suspend our judgment concerning the request made by the Director to you to be allowed to cede to the merchants, whether for cash or in reduction of the arrears, the cloves which after the sale of the nutmegs might find no outlet at the Company's fixed price, for what was bid at public auction, and in that case to be provided with a quantity above the requisition, until we shall have been elucidated, both regarding the determination of the price intended here and regarding the price bid at public auction, which has nowhere been apparent to us. § 325 The low price obtained for the Japanese bar copper in this directorate in the book year 1784/5 strikes us as very unpleasant, as it appears from the return received by us that the same could fetch no more than barely f 61:14:- per 100 lb, and we must lament those low prices all the more when we compare the same with those obtained for that mineral both on the Malabar Coast and at Malacca. Yet since you have already passed this, both on account of the price for which this article was obtainable at Calcutta according to the ministers' statement and because of the predicament in which those ministers found themselves regarding cash, we shall also have to resign ourselves to this. § 326 The aforementioned statement of the ministers that the Japanese bar copper is also obtainable at Calcutta has, however, appeared to us to deserve particular notice, since it cannot but seem extremely strange and must give rise to special reflections, that an article which ought to be obtainable solely and exclusively from the Company is also to be found in the hands of foreign nations, and that at prices which notably depress those of the Company. This therefore causes us most strongly to desire to be elucidated as accurately as possible regarding the manner in which the English have been able to obtain that bar copper in such quantity, and we consequently expect that you will spare no means to meet this our desire. To prevent the import of the English from Europe, to stem it, and to counter their enterprises to the detriment of the Company, is of too much weight to be passed over here in silence. §328. That means would have to consist in this: that such considerable quantities of Japanese bar copper were sent to Bengal as the country's needs demanded, and subsequently relinquished at public sale without fixing a percentage, whereby even if the price were to run as low as when the English in 1778 sold their copper at a 13 percent loss, the Company would still gain 87 percent in the trade of that article, to say nothing of what is sold at other trading posts, as the Director acknowledges; and the advantage from the sale of larger quantities, according to the thoughts of the aforementioned Director, would far exceed the profits of a higher percentage, that it would be rash to switch to a way of trading which, if one had the power annually to provide fully for the country's needs, speculative considerations could contribute to bringing it to a higher price; now that there is no hope of ever succeeding in this, one must guide oneself by the market price, especially if it finds no more advantageous market at other trading posts; the prices obtained for it in the year 1787/8 will probably raise doubts over those at which it was relinquished in the two previous years; the reason for this was the apprehension of the native upon the rumors spread by the English, as if, just as in earlier years with Poland, a partition of the Republic was to be expected, and that the Company was going entirely to ruin; the resolution of the Council to relinquish the copper at public auction payable with bonds served to cheer them in their unfortunate situation and to give opportunity to find cash upon resale in order to profit from it; the disadvantageous impression of the aforementioned rumors caused those bonds to fall in value among them from day to day; they judged it more advisable to accept a considerable loss than to keep papers in hand for any longer that were so much distrusted and which they feared would in the end be worth nothing; however considerably the Company was advantaged thereby, one must view their blindness with pity, the more so because the ruin of many was the result; the reports that peace had been restored in the Republic, and that there was every prospect that the Company would soon carry on its trade with equal splendor as before the war, caused them to take courage; they preferred to retain their bonds in the hope of seeing them soon satisfied; this was the reason that the prices for the remaining copper at the last auction in the month of February, auctioned half against bonds and half against cash, barely exceeded the determined advance of 180 percent; having declared himself more circumstantially about that market in general in a separate letter of 31 March 1787 under numbers 17 to 22, he respectfully takes the liberty to refer thereto. §329. But we judge that far from this means operating the effect which Director Titsingh envisioned, it would on the contrary have a completely opposite and wrong effect. Indeed, one must expect from the natural course of commerce that when Japanese bar copper was disposed of in such a large quantity and at low prices, it would become an advantageous article of commerce for private traders, who would undoubtedly transport it themselves to the remaining trading places to the west of the Indies and thus partly draw toward themselves, partly diminish, or entirely cause the Company to lose the remarkable advantages which it presently obtains there upon the said article. §330. We therefore deem with reason that we must fear that this operation would have the result which not infrequently falls to the lot of such things, namely that one would ruin oneself while trying to damage another's trade; and far from the price, once fallen to a noticeable low, being able to be brought back to the former height, as the aforementioned Director thinks he may flatter himself, it would in our opinion be expected with far more reason that the English, through a moderate supply of their copper, although otherwise less in demand, could forever prevent the rise of that of the Company. We therefore consider such a mercantile struggle with the English in this case as utterly ill-advised, and on the contrary believe that the former selling prices ought to be maintained by all permissible ways and means. §331. And although we trust that these reflections will not have escaped your Honor, and also the stock of copper will otherwise probably not be so large that there would have been grounds to be able to embrace the just-mentioned proposal of the frequently mentioned Director Titsingh, we nevertheless did not want to leave your Honor in uncertainty regarding this our opinion, in order to guide yourself thereby if necessary, or in case your Honor should have any doubts upon our aforementioned considerations, to supply them to us; while we furthermore, to prevent the damages which the Company comes to suffer through the sale of Japanese bar copper at such low prices in this directorship in comparison to those which it can obtain thereon elsewhere, have found it proper to write to your Honor not to send any more bar copper to Bengal in case the determined prices cannot be made there. trade in this Directorate would be caused by the constant influx of private goods being glutted, and the uncertainty whether and when this will cease would make it nothing but harmful to proceed thereto in present times, however fluctuating trade in general is, and however much dependent on unforeseen events, one can in Europe by no possibility form such an idea thereof as experience teaches us daily, scarcely will one find stronger proof than the prices of mace in this and the preceding financial year, and the price of nutmegs at the auction of 27 October last and the later one in February, since opinions about dealings in India are generally not very favorable in Europe, it will certainly raise strange reflections with Your Honorable High Mightinesses to see that same article, within four months, although the latter quantity exceeded the former in quality, fallen so greatly, the public sale absolves us of misconduct, private auctioning, about which he the Director on the 11th of this month in the meeting declared, regarding it as a contributing cause, it is difficult to find a satisfactory reason for the difference in the prices of mace, since one observes this regarding Indian products of which one is or must be absolute master, it is not surprising that the uncertainty regarding which goods after a sale of two years an appreciable profit is to be attained, makes one exceedingly scrupulous in drafting the requisition, he therefore fully acknowledges the validity of Your Honorable High Mightinesses reflections, being convinced of their soundness, and is pleased that his requisition of two hundred cases of red wine remained unfulfilled, if one in 1786 could flatter oneself with a considerable profit on any article, it was this, at present the same is, through the large arrivals, fallen so much that it is everywhere offered for sale at half the purchase cost. detriment which to the trade in this Directorate would be inflicted by the existing determination of certain percentages on the invoice prices has indeed in several respects appeared to us not unfounded, yet the objections which on the other hand have arisen with us against it, we have found to be of such weight that we hesitate to accede to the proposal made by the Director for an authorization for the first two servants to be guided, upon receipt of goods from Europe, by the market, or upon purchase to retain the same as they should judge to be most to the benefit of the Company. For as the determination of fixed percentages has been introduced after mature deliberation and with the salutary purpose of checking arbitrary dealings and improper management as much as possible, it is subject to much doubt to deviate from that standing order, and that all the more because if this were granted for Bengal alone, that same liberty could with no reason be refused to the ministers at the other offices, the consequences whereof could often be prejudicial to the Company, especially in those places where she has no sufficient reason, by local experience, to place such an unlimited trust in her servants as would necessarily have to be paired with the granting of such an authorization. Paragraph 333 And as regards the consequences which the same Director believes may be expected therefrom, and consisting in this, that thereby the timidity in drafting the requisitions would be removed, a wide field for the expansion of trade opened, and an opportunity found to give the outgoing ships a sufficient cargo, and furthermore that besides the convenience the merchant in the Republic would thereby be encouraged, the manufactures cheered up, and through all branches of trade a greater activity would be born, which would have an influence on all the inhabitants of the Fatherland, regarding all those speculative expectations, we say, we must remark in general that the well-reasoned notions which regarding some of them have obtained at all times, and the actual experience regarding others, must make one doubt in the extreme on the one hand whether the outcome of these would indeed correspond to the advantageous picture sketched thereof by the Director, and on the other hand whether by admitting the others one would not expose oneself to suffering losses through an evil against which one until now has thought one could not guard too carefully. Paragraph 334 For to demonstrate the application of our just-mentioned reflections to the present case, we need only confine ourselves to what has been advanced by the aforementioned Director himself, that he must confess to having found himself in perplexity in drafting the requisition for merchandise, since Bengal, by a continual supply, especially by private ships, was so abundantly provided with everything that one had no prospect of any single article that it could be disposed of with profit, which was also the cause of the requisition made contrary to custom of 200 cases of red wine, and indeed two times hundred thousand pounds of iron, which latter article was not requested so much because one saw a chance of selling it, but because the outgoing ships needed ballast, all of which, if we are not mistaken, sufficiently shows that it is very far from being the case that one could make such a reliable calculation on the advantageous influence which the aforementioned authorization would have on the commerce and manufactures of these lands as the aforementioned Director seems to have represented. the utmost circumspection and good deliberation have always been deemed very necessary requirements in drawing up the demands, yet an unrestricted freedom to let the goods go at market prices could very quickly bring about a deviation from those principles, and result in the goods being sold either entirely without profit or with profits insufficient to keep the trade going. § 335. And although it has indeed appeared to us, with regard to what was further presented by the said Director, to be very proper that the merchandise is entered in the journals with the expenses of cooperage and export duties, and thus the aforementioned percentages must also be calculated thereon, and that iron also, pursuant to the Resolution of the Governor-General and Council of 11 August 1763, is taxed at 25 percent, we shall nevertheless prefer to await the receipt of such accounts from all the offices as we have required in section 16 of this our General Letter, in order, when we shall have reviewed the stipulated percentages, to make such changes therein as we shall deem necessary according to the altered circumstances of the times. § 336. According to the ministers' representations made since then concerning the profits obtained in this directorship by the sale of merchandise, addressed in our letters of 12 January 1786 on the sale of merchandise only at the head offices—as due to the lack of merchandise nothing was sold at the subordinate offices—a profit having been obtained in general of ƒ 168706:4:8 or 171¾ percent on an amount of ƒ 98532:1:8, we flatter ourselves that the Most Honorable Gentleman Majors will have been better pleased, although we must at the same time state to our regret, as has already happened repeatedly, that this advantageous sale cannot be attributed to a reviving trade, but to the little credit that the native has for the Company's paper, for which reason he seeks to rid himself of it even to his greatest loss, and there is by no means reason to boast of it, especially when one takes into consideration that this profit, as is evident from the returns, was obtained solely on the spices and the Japanese copper, of the sale of which, as it occurred, we have demonstrated the disadvantageous nature above, while the other articles, such as tin, candy sugar, arak, and rice yielded only a very small profit, and powdered sugar and iron on the contrary gave an outright loss; we hope therefore that those profits will increase, since otherwise the Company would not be able to keep going in this directorship. The Director takes the liberty, regarding the offer of five and three lakh rupees, to repeat what appears about it in his separate letter to us of 31 March 1787, No. 84, namely that, upon conducting the necessary investigation into the non-acceptance of the linens for five and three lakh rupees against bills of exchange to Europe, two lists were handed to him of such as were offered to the value of those sums, under the affirmation of the employees that their finding was that the most had never been shipped for the Company, and that those which somewhat approached our assortments in length and breadth, but what agreed therewith, differed mostly too much in price; that he was not at liberty to select those that could serve for our needs, but they had to take the entire quantity; that the apprehension of the consequences, even if the supply for that year had been refused by our merchants, would never have induced them to accept these offers, and they had deemed themselves authorized to reject them; that he had had to content himself with this in so far as the lists indicated the truth of their statements, yet the same should have been shown to him in the previous year, when they gave as the only reason the great difference in the linens and that the contract for what was needed had already been concluded with the merchants on 10 May; producing the said lists of the 17th of this month in the meeting for verification of the above; § 337. In that secret letter from Director Titsingh to us of 10 December 1785, we find mentioned that his Banyan in the month of May prior was said to have made an offer of 5 lakh rupees against bills of exchange to Europe, which was however refused, as had also occurred regarding another offer of 3 lakh. When we now examine the numerous complaints appearing in the ministers' advices concerning the embarrassment in which they found themselves due to lack of cash, we can scarcely understand why those sums were not accepted at that time, since such an important relief in the circumstances of that time, if the conditions were only somewhat acceptable, would have been of the greatest utility to make the necessary advances on the contracts made, and thereby to prevent the harmful purchases that subsequently had to be made. § 338. we conform entirely to the plan, provisionally continuing with the exchange of silver in such consignments in the future rather than coining it, and all the more so because the mint residence at Karimabaath having been sold, resuming the coinage subsequently could not take place without great expense. Section 339. With regard to the orders issued by your Honours in compliance with what was written in our secret missive of the 27th of November 1784, regarding the manner of supplying the Batavian colony with current specie, we consider it unnecessary to make any particular reflections, since the execution of that plan has been prevented by circumstances that have arisen since, or at least could only be fulfilled for a small part. Section 340. Just as we also, on account of these same unfavourable contemporary circumstances, pass over the disadvantageous exchange rate of the Sicca Rupees at 30 stivers as negotiated by Director Titsingh for the received one hundred twenty thousand Sicca Rupees from Mr. George Day, although that negotiation is to be regarded as very onerous, without our finding any reason, however, why the performance of the oath offered by him regarding the purity of his actions in this and other negotiations should be demanded of him; while, far from suspecting him in any way in that regard, on the contrary we are satisfied with the extraordinary zeal with which he appears to be moved for the furtherance of the Company's interests. The Director declares himself to be most grateful for the obliging sentiments of Your Right Honourable Reverences concerning him, and will constantly endeavour to correspond to them by furthering the interest of the Company in all occurrences according to his ability. Section 341. Yet, however much we cannot deny and perceive a certain fairness in the notion that when the bills of exchange are not paid to the holders on the due dates, they are accommodated through the payment of a ready interest, the condition that this interest should commence from and be calculated from the day of receipt into the treasury nonetheless appears to us extremely prejudicial and unreasonable; which hard condition might have been rejected with more firmness and less display of embarrassment, while the stipulation of being able to make the payment in one, two, three, or four years likewise contains nothing advantageous for the Company, on account of the oppressive interest of 5 percent. All of which we trust will be kept in view by the ministers on future occasions, and especially both these high rates of interest and their commencement from the day of receipt will be husbanded. Our distressed condition having compelled us to take refuge in these means of rescue, we shall for the future take the respected remarks of Your Right Honourable Reverences regarding the slight advantage proceeding therefrom as a dutiful rule of observance, although it does not seem probable to us that an opportunity for such transactions will present itself again. Section 342. For the mentioned sum of 120,000 Rupees which would have been negotiated at 30 stivers the Rupee, we find in the secret missive from the Director of the 20th of March 1786 that the bills of exchange issued, with the so-called surplus, amounted together to a total of 166,666 guilders 13 stivers and 8 penningen. But since according to the proper calculation the 120,000 Rupees at 30 stivers ought to have made an amount of 180,000 guilders, we shall await a further clarification in that regard. The difference in this calculation being noticeable, the Director requests forgiveness for not having cited in that statement that the same was arranged according to the determined calculation of the Rupees at 25 stivers in the trade books, being: For 120,000 Rupees: 150,000 guilders Agio: 13,333 guilders, being 16,666 guilders 13 stivers 8 penningen Total: 166,666 guilders 13 stivers 8 penningen Although the bills of exchange are of a real value of 180,000 guilders. Although for this time we can pass over the granting of some bills of exchange by Director Titsingh payable in Amsterdam, mentioned in his letter of the 16th of January 1786, on account of the special circumstances in which he found himself at that time, partly through the absolute refusal of the money lenders to accept the same on the Chamber of Zeeland because of the loss occurring in the repayment, and partly on account of the impossibility in which he appears to have been to obtain funds without that condition; we nevertheless expect that such stipulations will be avoided in the future, and we shall at a convenient opportunity let our thoughts turn to devising such arrangements here in this country as might be suitable to meet such difficulties for the future as much as possible. The necessity of finding cash forced us to comply with the desire of the cash-holders, which did not occur in the granting of bills of exchange for bonds, as these were always arranged strictly according to orders. to arrive. — § 344 But regarding the proposal made by the Ministers in their recently received letter, to appoint a wealthy house in London and qualify them to draw bills of exchange upon the same in the usual form, against the lowest negotiable price at 6, 7 to 8 months' sight, we have found very great scruples against proceeding thereto in the so disadvantageous situation of the trade in Bengal and the continually precarious state of the Company's finances. — For besides that drawing bills of exchange is not customary with the Company and is even prohibited, and we, by the manner in which that drawing would take place, would be brought into a continual, and in the present state of affairs for the Society, most disadvantageous uncertainty, whereby we would repeatedly be exposed to an obligation of considerable payments, of which the consequences could be very pernicious, indeed even fatal, it appeared to us at present not at all advisable to venture such a step for returns which, being purchased with great difficulty and at high prices, yield no advantages sufficient to answer all that. § 345. The Ministers will therefore for the present have to adhere to the instruction given to them by us in the past autumn, to arrange their purchase of returns according to the opportunity that presents itself to them to obtain the necessary cash, and along that way try to keep the trade in this directorate going as much as possible until we, through complete reports regarding its progress and success, shall find ourselves in a position to judge on good grounds in what manner and to what extent the same can and ought to be continued and expanded to the greatest advantage of the Society. We have all the less hesitation in confining ourselves for the present to these arrangements, because their aforementioned report [illegible] not before the beginning of the month of June last, and thus two months later than the ministers had expected /: since they had calculated that arrival for the beginning of the month of April :/ here through has lapsed the goal they had set for themselves of still finding a return for this year through the money of the English, while in addition the deficiency in the delivery of linens from the Aurungs, being primarily attributed to the continual vexations of the English, makes it in our view very doubtful whether a sufficient supply of cash alone would indeed be sufficient to obtain returns; § 346. The keeping of the trade books, and what is related thereto, being a matter of the very utmost importance and which, when performed in proper order, contributes very much both to maintaining good management and to being able to pass a thorough judgment on the trade and actions of the servants, we, having perceived from the ministers' letters that a start was made with the keeping of those books both in Hoogly and in Cassembazaar and in Patna in mid-October 1784, cannot recommend enough that care especially be taken to handle this with all possible accuracy, and above all to ensure that in its beginning no abuses come to creep in. § 347. From the observation of these and similar recommendations, among which we may also count that of being particularly intent that the charges as well as the balances do not progressively increase, we shall primarily be able to discern to what extent the ministers will have taken to heart our remark made at the close of § 353 of our aforementioned instructions of 12 December 1786 regarding that which primarily incumbeth upon them in their respective posts. § 348. Although we could generally not flatter ourselves with a more favorable report under the heading of Carpentry and repair regarding the state of the Company's buildings in this Directorate, and it was naturally to be expected that the same would not have been improved by a three-year possession by the English, we can nevertheless very well agree with the remark made by you regarding those of Patna, that in such circumstances it is easy to exaggerate matters and that in the matter of repairs the accounts are made quite liberally. — § 349. On the 21st of that month, it appears that after examination it was found how all the said amount of P: 6: 5923: 8:—, or ƒ7404:7:8, along with yet another for extra-ordinary repairs amounting to s: r: 9495:8:— or ƒ11869:7:8, both signed by the former President Herklots, and further, by resolution of the 7th of October, two memoranda from Kassembazaar, one for the ordinary annual maintenance amounting to s:r: 1265:10: — and the other for the extra-ordinary repairs amounting to Sicca rop: 1344: 15: —, and finally by resolution of 28 June a memorandum of extra-ordinary repairs at Patna amounting to Fr: 4243: 14:- or ƒ 5306:18:-, and thus altogether amounting to an astounding sum of S: r: 22273:—:— or ƒ27842:—:— and this solely for the restoration of of those defects which could brook no delay, while aside from this very much was still reported that required repair. — In our resolutions of the 8th of August 1786, there is already recorded the declaration of the Director regarding the authority received at that time from the Noble High Indian Government to carry out such repairs as were strictly necessary. Namely, that if one were properly to carry out everything that requires repair or must necessarily be renewed, perhaps a lakh of rupees would not suffice; for which reason it still remains postponed to make a start therewith or to undertake any capital work, absolutely nothing being done to the buildings at present other than the customary annual plastering and improvements of such as are still in use, in order to preserve the same from a total collapse; and the same applies to the § 350. As no calculation for the whole was sent over regarding Hougly, our astonishment must be confined to that of the subordinate factories, regarding which we have seen with very great displeasure that the total repairs of Cassembazaar are estimated at 12000 sic: rops, and furthermore that those of Patna are calculated, as appears from an estimate received from there, at ƒ13623:2: 8 for that factory, besides an amount of ƒ 5253:12: for the subordinate places. All these estimates are so little in accord with the ideas of proper frugality and good management—not to use a harsher word here, which is an even more necessary requirement in servants to whom the Company's interests are entrusted— inland offices, where nothing is repaired except what can brook absolutely no delay. — that we cannot conceal that Your Honor's granted permission to repair only what is absolutely necessary, and the recommendations given therewith for observing frugality in this state of affairs, have not appeared to us very adequate to achieve the intended purpose; and it would have been, in our opinion, more fitting in this matter to at least vigorously support them, if not replace them, by such efficacious measures as are sufficient to prevent all illicit acts in this matter immediately. And we therefore still expressly desire that Your Honor establish such measures; at the same time commanding Your Honor to punish according to merit, without the slightest connivance, those who might be found to have made themselves guilty of such acts. — § 351. With pleasure we have noted the reflection made by Your Honor regarding the extra allowance of ƒ 1000:-:- made by the ministers to the chief master of the direct here; and we perfectly agree with Your Honor that such is in no way in accord with the comparison of the present circumstances and those in which one found oneself in 1779 when that extra allowance was first granted. We can also fully approve the restitution of the said sum ordered by Your Honor, as being the necessary consequence of those remarks; however, we are of the opinion that Your Honor could very appropriately have corrected, in addition to that, the so unseemly generosity with which those ministers proceeded in this matter in disposing of the Company's funds, by means of a fine; and we trust that the reflection now made by us in this regard will serve them for guidance in the future. — These sureties, for the prosecution of their case against the former Director Ross, have addressed themselves to two advocates in Amsterdam, the letter sent by them to that end having been transmitted with the Company's papers and with the ships Renstraaten and Schoonderloo that departed from here in the year 1787; to that, as far as we know, no answer has yet arrived. § 352. The arrangements made by Your Honor regarding the ordered payment by the native sureties of the former Director Ross on account of the loss on a quantity of silk, we likewise approve; and we are also in the firm expectation that all efforts will be made by the ministers to grant assistance to those natives in obtaining compensation from the aforementioned Ross by addressing themselves to him for that purpose, while we shall further consider the request of those sureties for the actual indemnification of the damage which they might come to suffer in this case, when it shall have become evident to us what by them

Under the main section of Foreign Nations, there has appeared to us as very noteworthy the extensive report of the commission appointed by the ministers to the High English Government, submitted by the merchant Jacob Elbracht (since the other member of that commission had meanwhile departed for his chief residency at Patna); yet, since we have not yet been informed of your opinion on the matters arising therein, and the ministers themselves have made only a few remarks upon it due to the shortness of time, we shall await a further opportunity to declare ourselves upon it. We hope that regarding this, a favorable arrangement may be made in the commercial treaty with England, the conclusion of which is expected with the first ships, as the security of the Company's possessions in a land so completely under the power of the English may be considered the foundation for continuing a trade of such great importance with emphasis and tranquility. § 354. Likewise, for the present, we shall also not express ourselves regarding the proposal made by Director Titsingh to the High Council at Calcutta to guarantee the possessions of the Company and those of private individuals in Bengal in the event of war. § 355. We shall also still await your and the secret letter from Bengal of 27 July 1784 and the answer of the ministers to the same of 133 the last of March 1785 concerning the accountability of the Junior Merchant C: L: Eilbracht, in order that the same may be joined with the other documents concerning the administration of the former Director Ross. § 356. Lastly, regarding the proposal of Director Titsingh to employ the citizen Blume as Junior Merchant in the Company's service, we could wish not to have to observe here that the aforementioned Blume was in earlier times condemned by you to a fine of 100 silver ducatoons on account of his indecent pen, as well as lascivious and slanderous expressions against the Governor of Ceylon, Falck, in order to make him experience that it was not tolerated by you that one should mock one's superiors with impunity and accuse them of untruths. Since our aforementioned last general description, through the safe arrival of the ships the Resolutie and Eyk en linden, also the sloop the Meermin, we have found ourselves honored with Your Right Noblenesses' general and secret missives of 20 and 27 May, 8 July, and 18 September of the past year, which were opened and read in our meetings held for that purpose on 7 August, 5 September 1788, and 18 January last, and over the contents of which, as well as the annexes received according to the registers, deliberations were held by us on 3 December and 3 March of last year, in the resolutions of which dates are thus also recorded the permanent orders extracted therefrom, which we shall dutifully observe according to our obligation. From Bimilipatnam have been brought to us overland the letters and papers sent out for this directorship with the ship Straalen, which according to our reports already given had missed the Ganges and landed there; these were opened and read in our meeting of 23 December last, and recorded in the resolution of that date, and the duplicates thereof we have since also received from Ceylon through the dispatch of the Bimilipatnam servants, as appears from what was noted in that regard in the resolution of 22 February last. These are the letters received both from Your Right Noblenesses and the Right Noble and Honorable Masters. Wherein the letters sent from here Paragraph 16. In accordance therewith, a beginning is now made with the dispatch of these papers, as appears from the forward-mentioned European Register, and we hope hereby to comply with the intention of this order. Section 18 In what manner that concerning the making of registers will be obeyed. Ships and vessels. Letter, regarding the arrival and departure of some keels. Section 18. The order received since or with the sloop De Meermin to compile alphabetical registers of the standing orders, resolutions, and letters written both to Europe and to Batavia, we shall also dutifully obey, and immediately after the departure of the bearer of this, take into consideration how best to effect this. Having hereby dealt with the main part of the letters, we proceed to that of Ships and Vessels Reference to the previous Section 19. By our aforementioned short letter of 27 January last, we already had the honour to report to Your Right Honourables the safe arrival of the ships De Resolutie and Eyk en Linden, item the sloop De Meermin, dispatched from the main settlement to this directorate, and of the return of the first-named vessel, with the opium and some other goods collected on the Indian requisition. Bringman, by a petition inserted in the resolution of one month ago today, requested us for the necessary provisions and medicines for 4 months, both for his crew and for 60 Moors who are crossing with it to the capital, and 1000 rupees in cash to serve in reduction of the freight charges. We had both delivered: the provisions and a part of the medicines, or what was required for the 60 Moors, charged to the Company, and the remainder, or that for the crew, left for the account of the shipowners, since according to a catalog received here with that ship, the medicine chest was provisioned at Batavia for eight months, which, deducting the lay days in the river, have not yet expired. The cost thereof, together with the delivered 1000 rupees, is charged to the capital by invoice, at the disposal of Your High Excellencies, which, along with the expense account of all that was spent on this vessel during its presence here, increases the annexes. §23 For Eyk en Linden, shipped from here as cargo for Eyk en Linden, before the arrival of the Stralen: 2000 bags of saltpeter 107 bales of diverse gunnies 93 bales of diverse linens 42 bales of chintzes 5 chests of silk fabrics, and 25 bales of private goods on freight all detailed in full on the accompanying invoice thereof. §24 In continuation of what we communicated in our respectful letter of 27 January of this year regarding the direct ship Straalen, we now have the honor to inform Your High Excellencies that its captain, Gerardus Mason, the assistant, chief surgeon, lieutenant, and some others of the crew, numbering ten persons, arrived here on the 4th of last month with an English vessel from Trincomalee. From them we received the first certain news regarding the fate of that vessel, briefly consisting in this: that at Bimilipatnam, driven from its anchors by a storm, it fled to Ceylon and there, having been unable to reach Trincomalee as intended, put into Punto Gale; and that having been repaired of various damages suffered and provided with what was necessary, it had already resumed the voyage hither on 26 December. These people had all remained behind at Bimilipatnam when the aforementioned misfortune befell the ship, and subsequently departed for Trincomalee in the hope of finding it there, and upon receiving news that it had already set course for the Ganges, came hither as described above, not a little surprised not to find their ship here as well. §25 That vessel, however, finally also appeared a few days later, namely on the 8th of that month, having struggled so long at sea against contrary winds and currents, and reached the Ganges only with great difficulty. Since it will thus have to remain here over the south monsoon, and the pilots, according to a report inserted in the resolution of 30 March, judged the safest anchorage for it to be the roadstead of Suksagar, where it is sheltered from the severe northwesterly squalls that usually occur in April and May, we had that ship come up as far as there, being just below the Danish factory of Serampore, where it is now being discharged. What further to do with that keel we cannot as yet determine, but as occasions arise we shall make such use of it as we judge best accords with the advantage of the Company. §26 Whereas, according to an extract inserted in the resolution of the 24th of the aforementioned month of March from the journal of the French East India Company ship Le Lambert, which sighted Stralen last October at the latitude of Point Palmyras, and a report recorded therein and made to the Director, it appears that the officers of that vessel, and in particular Captain Mason, if not to be accused of neglect of duty, can at least not be free of carelessness in missing the Ganges at that time, to which all further misfortunes that have since befallen that vessel would also have to be attributed, we judged it necessary to have a careful investigation made into this. Consequently, on that same day, we enjoined the Fiscal Office to conduct the most meticulous inquiry, in the presence of maritime experts, into the causes of the long voyage this ship had, and the reasons why it missed the Ganges in October, the outcome of which we shall in due time have the honor to impart to Your High Excellencies. §27 The sloop De Meermin, for the sending of which we most humbly thank Your High Excellencies, arrived here on 16 January and had a voyage from Malacca hither of over two months, at a time when two English ships completed the same, one in 10 and the other in 12 days, according to the testimony of the master of equipage who arrived with it, the

189 Captain-at-Sea Pieter Levien, that vessel sails reasonably well, so that this protracted voyage cannot or should not be attributed to it, but presumably to the sailing order or instruction, which we believed we should not omit to present to Your High Nobilities. The consumption and gunpowder accounts of that small vessel were presented at our session of 7 February last, without giving rise to any special disposition. The findings concerning the 42 chests of nutmegs strewn with cloves brought by it served at the same time, and were entered by resolution of that date. According to the same, a shortfall was found of 87 lb. on the gross weight and 155 lb. on the net weight of the nuts, adding that much lime had been scattered in the chests. This shortfall in the gross weight, amounting to 1 1/3 percent, being 1/3 percent more than the Regulation permits, should have been charged to the officers' account, Dispatch of the sloop Chinsura and what further relates thereto. had it not likely been caused by the dispersal of a portion of the lime, to which must also be attributed the difference in the shortfall discovered in the gross and net weighings. Furthermore, this excess shortfall of 1/3 percent was so slight that one could hardly assume any dishonesty to have taken place here, the more so as the chests were found to be in good condition upon inspection; thus we have exempted the said officers from further accountability in this regard. Paragraph 28. Following Your High Nobilities' order, the sloop the Chinsura, after the arrival of the Meermin, was sent by us to Ceylon under the command of Captain-Lieutenant Ian Gerrit Drees, who brought the latter vessel here. The same put to sea on 25 February, and such supplies were furnished to it as were requested by the commander in his petition, which was inserted into the resolution of 7 February last. The condition of the sloops. Paragraph 29. The annual report of the collective pilots concerning the inspection and condition of the sailing and minor vessels belonging here served at our session of 27 May 1788, and a memorandum inserted into the resolution of 20 February last serves to indicate that the expenses incurred thereon during the fiscal year 1787/8 total 19551:5:- guilders, or 474:-:- guilders more than in the previous year, originating from the fact that they again have one more sloop on hand, on which alone 3186:11:- guilders was spent. and resolutions regarding what is reported this year for Europe, reference to letters of which to our regret there is also not much to say, as the main point of the Bengal trade, namely the textile collection for Europe, yields nothing. This unfavorable circumstance cannot be changed except by the supply of ready money or uncoined silver, as there is no possibility whatsoever, on whatever conditions, of obtaining any money here to continue the trade, of which a further and convincing proof is provided by the communication made by the first signatory at our session of the 1st of March last, recorded in a secret resolution of that date, and about which he has the honor to converse with Your High Excellencies more extensively in his further separate letter. We therefore continue to hope with Your High Excellencies that the Gentlemen Masters will be pleased to take the fate of Bengal to heart, and by sending the necessary funds enable us to make a new start with a trade that formerly brought such considerable profits to the Company. Paragraph 34. Nothing having thus been collected for Europe, we have made our utmost endeavors to satisfy the Indian Demand for the year 1789, dated Batavia in the Castle the 26th of May 1788, in which to our particular pleasure we have succeeded to such an extent that it, as far as the textiles, silk fabrics, and chintzes are concerned, was completely fulfilled, as the accompanying reply, to which we take the liberty most obediently to refer, goes to show. Paragraph 35. In procuring the gunnies and gunny bags demanded therein, we were however not so successful, as their transport was hindered by the unusually premature dryness of the rivers, and this was not only too expensive due to the large volumes by oxen overland, but also impracticable due to the far distance, so that no more than 36050 pieces in total have come in, consisting of: 6450 pieces of long gunnies 15600 coffee bean bags 7000 spice bags 7000 ordinary ditto Part of which has already been dispatched with the Resolutie, while the remainder will follow with the bearer hereof. Paragraph 36. The silk fabrics fulfilled on the aforementioned Indian Demand, as well as a few dispatched with the sloop De Chinsura to Ceylon, were procured from Kasimbazar at the latest prices, and the Patna chintzes from Patna, everything however for cash payment, as without a firm assurance thereof the merchants did not wish to bind themselves to the delivery, as is particularly evident regarding those from the first-mentioned office from the respective letters of the 19th of September 1788, treated in our resolution of the 23rd of that same month. Paragraph 37. Of the opium, no more could be procured than the 500 chests that have been granted to us by the English Government. The lack of ready cash, as will be dealt with further below under the main section of Financial Affairs, did not permit, according to Your High Excellencies' authorization, to purchase the 500 chests still missing from the Demand, for which alone circa 3 lakh rupees would have been needed, as the same was sold at Calcutta at auction at the average price of 587 Current Rupees per chest. We have again set our requirement for the coming season at 1000 chests, and thus requested that quantity from the English gentlemen by a letter inserted in the separate resolution of the 17th of March, the answer to which, registered in that of the 24th of that same month, contains that they can only promise us the same quantity that was granted in the previous year, so that we may again count on no more than 500 chests. Paragraph 38. 40 131 Regarding the packaging and charges on Patna returns, we proceeded to request the said quantity from the English gentlemen, which they granted us directly according to their letter inserted by separate resolution of 23 December 1788, and delivered at Calcutta upon the request made for that purpose. This morning the account of its cost was received by us, which, with the amount of the charges incurred thereon, was charged to the main settlement by a separate invoice that has been added among the appendices. § 39 The little packaging required this time was delivered at the prices noted against the previous year's returns, and the charges on Patna returns for 1787/8 are so small and of little importance—since the money placed in the hands of the escorts was virtually completely reimbursed—that it was considered unnecessary to provide the customary memorandum thereof. 22 January to schedule another sale for the 13th of the following month of February, and to dispose at the same of all the trade goods that were still in stock, both to obtain the cash required for the further payment of the unpaid warrants, the settlement of daily household expenses, and to provide somewhat for the internal offices, all of which taken together still amounted to a considerable sum, as well as to make a reduction in the bonds in accordance with Your High Excellencies recommendation, to promote prices, and to give everyone who held bonds the opportunity to dispose of them, we decided at the same time to release the nutmegs and mace, likewise the copper bars in small lots, half for cash and half against bonds, adding to each maon of the first two mentioned articles five maons of cloves, to be paid at the fixed price, and furthermore to auction off the remainder of the cloves, the arrack, and other small items still on hand in the warehouses, for Reasons why the cloves were sold against a reduced price. for bonds, as it had appeared to the Director after a rough calculation that in this manner one would obtain as much cash as was needed for the time being. Section 44. On account of the lack of demand for the cloves, which, auctioned against bonds, did not fetch the fixed prices as had appeared in October of last year, considering that if they were not surrendered for somewhat less, a considerable quantity would remain unsold, to the notable detriment of the Company through the running of the pressing interest of 9 percent on the capitals which could otherwise be paid off by their sale; and Your High Excellencies having been pleased to grant authorization to the Director by separate dispatch dated 29 June 1786 to sell them if necessary at 10 percent below the regular price, we decided Arrangements made regarding the sale of the nutmegs at auction on account of their lack of demand. on that day also to surrender them, in so far as they would not be disposed of with the nutmegs and mace, if up to 200 sicca rupees were bid for the maon of 48 lb, which differs by well over 12 percent from the fixed price of 227 3/4 rupees, which is indeed 2 percent less than the granted authorization, but was nevertheless amply compensated by the cessation of the interest mentioned above; accordingly, 920 maons or 62,560 lb were sold for 186,675 sicca rupees, making 202 1/2 rupees per maon, which we hope will meet with Your High Excellencies approval, as with this resolution we aimed at the actual benefit of the Company.
