The coining at Jaggernaikpoeram takes place according to the order. There are 2 bars of gold found higher in alloy than invoiced. Regarding this, there is nothing to note other than what was said at the beginning of this, with respect to the gold that is still expected from Ceylon. And regarding the Mint and Coinage, that the coining of silver rupees at Jaggernaikpoeram takes place according to the order based on the content of the French Pondicherry ditto. Meanwhile, upon the assaying of two bars of Cambodia gold No. 216 and No. 217, received here among several others by the ship De Vrouwe Elisabeth, the first was found to be 8 and the second 2½ grains higher in alloy than invoiced, which, pursuant to the resolution of 5 November, have been received to the credit of the general account in order to be credited to Batavia. Regarding the cash, there falls nothing to state. While for the rest regarding this article we refer with respect to the marginal reply to the extract of the missive from the Fatherland. Not to inconvenience Your High Noblenesses with unnecessary detail in that regard, we refer to our successive resolutions passed concerning this matter on the 2nd and 12th of February, the 2nd, 21st, and 29th of March, the 16th of April, the 11th of May, the 2nd, 16th, and 29th of June, the 12th and 23rd of July, the 21st of August, the 12th of September, the 10th of October, and the 5th of November of this year, as all of these were regulated according to the order prescribed to us by the Regulations pertaining thereto, and did not consist of any extraordinary matters; while the second persons of Sadraspatnam and Jaggernaijkpoeram, the junior merchants Joan Daniel Simons and Johannes Dumon, express their humble gratitude to Your High Noblenesses for the favorable exemption from the reimbursement imposed upon them for various extraordinary short weights on the spices. Concerning the first-named, regarding the oath imposed upon him, we let the oath taken by him under the last of August 1768/9 suffice, rendered on account of the faithful administration of the spices during the entire year, since therein is also included the parcel from which he obtained exemption. The lease of the drinks in the villages was granted for 10 years. and tobacco was submitted and inserted in our resolution of the 29th of September, it was decided at the session of the 12th previously to put that lease up for auction anew, as the farmer thereof, who had bid pa/o 131.6 or ƒ630.- higher for it than anno pass:o, declared that he could not keep it, being incapable of paying the lease money, just as this proceeded on the aforementioned day of the 29th of September, at which time it yielded no more than pa/o 322.22 or ƒ1453.2.8, thus well over half or pr. 368.10.- or ƒ1659.7.8 less than it brought in under ult:o aug:s, by which change only a total amount of pa/o 802.22 or ƒ3613.2.8 was gained on the general tax farming. Regarding the lease of the Domains at Sadras pr, we refer to the report made in that regard in anno pass:o, as having been leased for three years, so there is no change concerning that; but the revenues of Palicol are ƒ1710—. However, the revenues at Palicol yielded an increase of pag: 115 or ƒ517.10.-, according to the servants' letters of the 15th of September last; and the lease of the villages Gollepalem and Goudewarom falling under Iaggernaijse p:m was again left to the previous farmer for plo 150.- or ƒ675. per year for three years, because there was no one who made a higher bid for it. Furthermore, Your Excellencies may be pleased to observe from our resolution of the 11th of May the motives that moved us to decide on that day to have all the lands, arable as well as brackish and semi-brackish soils found in the villages belonging under this city, measured exactly and to have a map made thereof, not only to know the true size of each village on its own, because it has been noticed that the previous latest survey, as well as those of earlier years, having been carried out by the under-adigaars and other native servants, was not done with that required exactitude as it ought to have been, but also to have shown in distinct colors how many arable lands are in the same, which have already been cultivated for a long time and from which the Honorable Company and the farmer draw the revenues; the brackish lands, which could and which could not be cultivated, for the prevention of fraud and chicanery in the course of time. whereupon one who is peaceful and zealous was sent, St. Thome was requested to provide this place with a peaceful priest who understands the Malabar language and can teach and instruct his congregation in their mother tongue, who thereupon has sent hither the present priest named Fre Caijtano de Assumpsan, an elderly and peaceful man, and with whose conduct and service his congregation is extraordinarily well pleased, since during his presence nothing has been heard that smacks of any discord or dissension. But the Franciscans, imagining that the Roman church here, as well as that of the Company's village of Weleganij or Sennora de Saudi, may be served by none other than those of their order, to the exclusion of all others, as had been done hitherto, and appealing for that privilege to the capitulation of the surrender of this city by the Portuguese to the Dutch Company, without however being able to prove it, as the capitulation mentions nothing of it, and therefore we have also not found the slightest difficulty in roundly rejecting the Franciscan priest Fre Franciscus De Assis, who claimed to have been sent hither by order of his Commissary residing in Tranquebaare to reclaim the church and to be restored in their right to the possession thereof, the more so as the congregation has requested us in an ample petition inserted into the aforesaid resolution that the present priest may continue here, which was granted, and the said Franciscan was informed that upon the demise of the present priest consideration would be given to the request of his order if a man of blameless life should appear who was capable of teaching his congregation in an intelligible manner, whereupon he also departed, and since then nothing concerning this has been heard. While under this chapter we also bring to Your Right Honours' respected notice that due to the storms and thunder squalls that followed closely upon one another, first on 3 July last the flagpole and the topmast of the mast standing on the China pagoda were shattered to pieces, and the mast itself was so damaged and split that it is unusable, and on 5 October following the mast of the Castle with all the rigging standing upon it was split open from top to bottom and totally shattered into splinters and thrown down, without having caused any other notable damage to the Company's buildings or otherwise, except that the mast of a native vessel lying in the roadstead here on the latter occasion was also shattered to pieces and a sailor was killed thereby. The salaried chief surgeon of this outer city Fredrik Prins expresses his humble gratitude to Your Right Honours for the granted retirement salary, and requests anew the extension thereof for another year. Thus having arrived at the chapter of the Servants, we have the honour to inform Your Right Honours that upon the persistent representations of the junior merchant and provisional second of Palliacatta Hendrik Scoffier, pursuant to the resolution taken at our meeting of 5 November last, we have caused his salary to be credited to him since the time it was written off in compliance with Your Right Honours' respected order contained in the dispatch of 18 April 1768 and our subsequent resolution of 9 June following, that is to say from the day of the transfer of the chief residency of Palicol formerly held by him, which was 15 December 1767, instead of the crediting of those salaries resolved by us in the resolution of 12 June 1769 since the aforementioned date of 12 June, about which he had already grieved in the past year, and at the same time took the liberty of petitioning Your Right Honours, but upon which no decision was rendered by the same, apparently because that petition, having been produced by him at the very last moment after everything was prepared and concluded, was not mentioned in our respectful letter of 29 August 1769 dispatched with Vreedelust, but was only registered in the list of papers sent on that occasion. The said crediting of salary, furthermore, took place solely provisionally and subject to Your Right Honours' respected approval, wherefore, in accordance with the decision taken on that day, we have let the mortgage on his house under the Honourable Company stand until we shall be provided with Your Right Honours' respected pleasure in this regard, in order, in case it is denied, to repay the amount received back into the treasury. One from the Lieutenant Singel... to be gratified with the salary of junior merchant, based on his submitted considerations and also because it is stated in the household memorandum that the Resident there may be a junior merchant, to which end we recommend him to Your High Excellencies' precious favor, as well as requesting a favorable decision upon the request made in the second petition by the military Lieutenant George Lodewijk Singelman, in view of his enduringly sickly and ever-worsening physical constitution, to be permitted to repatriate directly from here to Europe, retaining his salary and baggage, since his last contract is due to expire on the 30th of June next, to repatriate with the return ship scheduled to depart next year, in order to experience whether through a change of climate he will recover his lost health; one from the head of Bimilipatnam, the Junior Merchant Jasper Theodorus Pfeiffer, requesting, in view of the resignation obtained by the Palliacatta Secunde Nicolaas de Joncheere, to be gratified with that post or, in the event of any other changes occurring on this Coast, with another favorable employment; and one from the Secunde of the said factory of Bimilipatnam, the Bookkeeper Isaac Brouwer, requesting that upon the transfer of the aforementioned Pfeiffer, he may be favored with the headship there, or with some other junior merchant's post. The extracting of the orders, which had been requested at various times from one person or another, had constantly come to a standstill through departure, death, as well as the occupations of their own held offices, without the work being able to be brought to completion: thus, at our meeting of the 28th of May of this year, considering the utility of accomplishing the same and the ease that would thereby be provided once it was brought into order, we expressly appointed as the extractor of the positive orders the former Resident of Masulipatnam, Ioannes Marcus Dormieux, since after leaving his aforementioned residency he remained here out of employment, and was also judged the most capable for it; and in order both to encourage him toward the speedy ordering thereof and to induce others to qualify themselves in the Company's service, we granted him the junior merchant's emolument, with the assignment of rank below the junior masters of the writing offices, who also, to our satisfaction, following the example received from Batavia in the year 1750, extracted those orders from 1735 to 1769 and brought them into order; however, on account of the large volume thereof and the intervening business, not all could be copied to be submitted on this occasion, at least for the first ten years, so that we have had to postpone it until the next opportunity; while in the meantime we hope that this our arrangement regarding the employment and the appointment of the said Dormieux, along with what has been granted to him to that end, may meet with the revered approval of Your High Excellencies.
