The poor condition and quality of the cloths both in general, as well as principally of the dyed cloths or so-called colored goods, observed upon examining the linens received in the Netherlands with the latest Return, has pained us to the utmost, the more so because we continually Since we learn from the direct writings of the Ministers, that the Coast enjoys a complete Peace, and that such gave well-founded hope Demand of Returns from the Indies for the Year 1773. determined 14th October 1771. — to improve the qualities of the linens, so we would have wished to perceive therein already some improvement, but those which we have received this year compel us, to our regret, to report to Your Honours that the qualities of the cloths in general are found to be poor, particularly the Dyed cloths named by us the Colored Goods, such as Bethilles Sistergan- have aroused both the heads of the subordinate factories, as well as the merchants, with emphatic repeated Orders, toward the observance of their duty, vigilance, and zeal; and we assure Your Right Honourable Highly Esteemed Lords that we, according to duty, shall persist in our applied efforts, and de novo shall write in emphatic terms to the Heads of the Factories standing under this Government, to satisfy the cloths now requested in good quality, the length and breadth properly conforming to the demand and assortment according to the samples received herewith, and at the same time with the greatest attentiveness take care that the defects and shortcomings shown herein are corrected; we flatter ourselves with the hope that this Demand, if not in its entirety then for the largest part, will be fulfilled in good varieties, if we should not be disturbed therein by the English, who, relying on their power and dominance, now and then thwart our servants and merchants in trade, as happened this year in the district of Palicol and in the villages situated above Sadraspatnam, wherein the linens are woven, by taking away the linens from the looms which our merchants had caused to be set up, and giving orders that nothing should be manufactured for Us; but upon the representations made by us against this, those disturbances have ceased; yet the lands of the Tanjore prince, wherein this main settlement lies and where a multitude of villages of the King are, where the weavers live, remain continually disturbed by the vexations of the servants of the prince, who, in order to seek the money to satisfy the peace treaty concluded between the Nabob and his Highness, rob the inhabitants of their property and, so to speak, plunder them, whereby the farmer and weaver are forced to seek a safe refuge, and thus, leaving the land, everything remains unplowed and uncultivated, to the marked price increase of provisions, and thereby causing difficulties in the collection. Most of the heads of the subordinate Factories still continue in the usual rut in answering the Demands, not- withstanding se, Chelasses, Roemaals, and Coast Handkerchiefs, which we have until now never received so poor, we see the Orders that the Ministers have given to the Subordinate Factories for the execution of our Demand determined for the Year 1770, but we would have wished that one, in answering that Demand, had also set down for each separate Factory whether it be possible that what is required by us can be fulfilled, in order to guide ourselves thereby in the drawing up of the present and following Demands, so as not to be continually obliged to admonish the Ministers to their duty in pursuing the Company's interests. All orders given in this matter shall subsequently be carried out with attentiveness to what was required, in order to be able to verify here in this country with all vigilance whether everything is being executed in proper order, or else that they give us reasons why they cannot carry out our order, so that we may prevent the abuses of the servants, as we have brought to your attention with previous demands a proof. 3 of a proof of the undergarment ginghams, of which none were dispatched to us, we having had to see that the assortments and quantity requested by us were brought on our bottoms by private individuals conform to our demand, and were sold at our public auction. If we obtain the satisfaction of seeing that our commands are complied with with attention and care, then we flatter ourselves that we shall not need to reduce our demands; we base this hope on the consequences that will apparently take place in the Kingdom of Bengal, and that the purchases will be able to occur at lower prices in proportion to those of Bengal. It would be very good if one could have the pieces made 12 ells long instead of 6 ells long, since they would then be worth much more in proportion, because a piece of 6 ells cannot serve for use, but indeed two each of of 6 ells, and the slightest difference that there is then in the painting, especially in the large patterns, renders the work defective. We command the ministers to take care that no dispatches of these sorts are made by private individuals, so that we may not continually see the fruits of our care and effort reaped by others.

parcel that might be requisitioned from Europe for the year 1773; by which means we hope and expect that the merchants will be encouraged to fulfill completely the parcel now requested, which we have also specifically recommended to the chiefs at Jaggernaijkpoeram. Yet what will our diligence in bringing every advantage to the Company avail in this matter, when one is constantly disappointed by those who ought to cooperate toward that advantage? To confirm this, we consider that the quantity of the above-mentioned article brought this year successively by the return vessels serves toward fulfilling our requisition sent from here in the year 1768, in which requisition we requested 10000 pieces, and in fulfillment thereof we receive merely 3950 pieces. May we not then reasonably conclude that the fulfillment of our requisitions occurs arbitrarily without the least attention? For if the latter were the case, we would not remain deprived of the reasons that have caused the incomplete fulfillment, and concerning which our orders have been dispatched so many times. Therefore, if in the future no greater regard is paid to what is written from here in relation to the requisition, we shall be obliged to employ such measures as will bring along nothing but the most disadvantageous consequences. However, if the same could be worked at 12 ells, they would be worth pro rata much more, because pieces of 6 ells are of little use, one must always have 2 pieces together, and it is very rare that the 2 pieces match exactly, both in color and in painting. 2nd. If they are Palicol ones, they must be 16 to 17 ells, and by no means 7 ½ to 8 ells, as are presently being sent. 3rd. The samples of English chintzes that are now being dispatched serve merely to show how far they have advanced in the manufacture of this article in this country, whereby the chintzes imported from the Indies fall almost entirely out of use, both because of the poor quality and the messy painting; whereas being elaborately painted and of fine quality, they will always remain preferred. The said samples can, on the other hand, serve as a guide to invent something similar, since it is indisputably certain that if these samples were, as it were, copied, the chintzes would not only become very sluggish in sale, but with already well-known and imitated designs, completely unsaleable. The sample no. 1 is a very good design, though little of this in white grounds, but principally in modore, red, purple, and green grounds. 2. is also a good design, also some white grounds without mosaic. 3. only to show the color of the ground; the flowers are somewhat heavy. 4. as the former. 5. the ground very good, but the pattern not quite different and not so varied in colors. 8, no. 10, no. 11, no. 12 through 20 are all of good taste. Keeping in mind, however, the recommendation not to consider the samples other than as aids to revive this fallen article somewhat.

On the 14th of April, there arrived here an English gurab from Bombay named Delie, commanded by the captain, also named Delie, and departed again for the North on the 16th of this month. Arrived a two-masted French small ship of Couchim, named Larons, under the command of Captain Garcan, and departed again the following day for the North. On the 17th of the same month, arrived from Pegu a small sloop named Senhora De Concescao, carrying Captain Manico, and departed again for the North on the 21st of this month. On the 18th of the same month, arrived here a three-masted English small ship from Bengal, named Angenehool, under the command of Captain Weloon, and directed its course again to the North on the 26th of this month. On the 2nd of May, there arrived a two-masted vessel named De Goede Hoop from Colombo, belonging to Mr. Craijenhof, laden with diverse goods, commanded by the supercargo Johannes Pieter Mach, and departed again for his residence on the 5th of October, laden with grains.
