March of the past year marked A, attached Gentoo bond model letter B. A copy of a missive under date of the 27th of the same month, letter C. And the last mentioned are: A Gentoo letter, together with its translation, dated 20 March of the past year, marked D. A ditto ditto dated 9 May following, letter E. For brevity's sake, we respectfully refer to their contents, flattering ourselves at the same time that Your Right Honorable Worships will perceive from them, on the one hand, that we have not neglected to maintain emphasis with that Prince concerning all the points recommended to us by Your Right Honorable Worships, but on the other hand, at the same time, that all those arguments, however reasonable, seem to have found little favor with His Highness, at least not so far that there is much hope he will be pleased to pay any regard to them. For although in the Prince's last missive peace and friendship were promised, as well as the dispatch hither of the Duan Jenpenne Jaggoenadoe Rasoe, yet on the former, in view of his well-known fickle nature, not too much reliance can be placed, and the latter has also been of no consequence to this day, so that from this delay and the tenor of both letters one may well suppose, as has also since been learned from third parties, that if that Duan should appear here, he will be equipped with such orders that nothing shall depart from the old contract or any reduction of the lease be tolerated, but at best only the period of a new money loan to be made. Whereas, on the other hand, the fourth article of the same contract stipulates that Her Highness would validate 4,000 rupees a year, or in 5 years 20,000 rupees, for the losses and extortions formerly inflicted upon the Company's merchants and other inhabitants, as after the expiration of these 5 years, when according to the contents of that same article all claims of that nature shall cease, lapsing of themselves, it will also necessarily have to be omitted. Nevertheless, upon the appearance of the often-mentioned Duan, or otherwise, we shall strictly adhere to all that has been recommended, and accept no proposals except subject to Your Right Honorable Worships' esteemed approval and most wise correction. The reason why the Prince does not pursue this matter with vigor, we think, is that, being somewhat provided with cash by the sowcars and with ammunition and men by the English, he has for some time betaken himself, together with his military forces reinforced by 18 English companies of sepoys, each of 100 men, and some European commanders, to the forts of Cattecotte and Goeloeganda, both situated in dense bamboo forests, to compel their rulers, named Lingaboepattie and Ervobopattie, to pay certain extraordinary contribution funds, or upon refusal to reduce those strongholds to heaps of ruins. It has also since been rumored that both have surrendered to the Prince, but the aforementioned rulers retired in time to the high mountains and thus escaped the hands of their enemy. Nor has it been learned to this day that the Prince has razed those strongholds. Thus we expect, as soon as those troubles are somewhat quieted, the further request of the Princes and the arrival of their Duan, because of whose non-appearance, as we have been expecting him daily, this letter has been held back until today. An obligatory report of his encounter, as soon as it occurs, will be rendered to Your Right Honorable Worships by those who have the honor to be, with deep respect, beneath stood: Right Honorable, stern, commanding Lord and Lords, Your Right Honorable Worships' humble and most obedient servants, was signed, J. The illustrious Coromandel Government having recently been pleased to honor us with their Right Honorable Worships' esteemed answer to our humble letters dated 31 October and 8 November of the past year, which we had the good fortune to offer respectfully to Your Highness together with our missive of the last mentioned date addressed to Your Highness for the furtherance of His Highness's request to obtain a new money loan on behalf of the Company, with the request to forward the same accompanied by a missive from Your Highness per Harkara, and also not doubting that at the same time the missive addressed by the said Government to Your Highness's brother, Prince Visiaramarasoe, in reply concerning that matter, will have been duly delivered to Your Highnesses, we therefore deem ourselves obliged to communicate to Your Highness the passed resolution and received orders of our aforementioned superiors, as is done by this letter after we have learned that Your Highness has returned from Chedarom to Vizianagaram, consisting in the following, namely: That although Their Right Honorable Worships consider the alleged request to Your Highness for the obtaining of the advance as a matter entirely and directly contrary to the five-year contract, as it is very clearly stipulated therein that when the contracted five-year lease term is over or expired, and the money borrowed has been repaid with the interest due thereon, and Your Highness is again in need of money and the Company is inclined thereto, a similar amount shall then be lent on the same conditions as have been framed in that regard; yet Their Right Honorable Worships, out of consideration for the friendship that has existed between Your Highness and his ancestors and the Dutch Company from very long ago, and on account of the present necessity for money, have resolved to accede to his

Provided that, in conformity with what has already been agreed upon by the Company, there shall in the first place be deducted therefrom that which Your Highnesses, as of the date of the new advance to be made, still owe from the principal sum previously received on loan. And that His Highness, the Prince Visiaramarasoe, and Your Highness on their part, out of consideration of this friendship again received from the Company, shall have to enter into a new Contract for 5 years, which shall take effect upon the expiration of the present one, or from primo June 1773 until ultimo May 1778, or else extend the present one by a special written treaty until the last-mentioned year and date. In both cases, the contracted conditions between Your Highnesses and the Company shall without any exception remain in their full force. force, in the same manner and fashion as recently concluded in the year 1768 and mentioned in the old Contract. Excepted only the clause regarding a new money loan to be made, mentioned in the last part of the eighth article of the said Contract, reading as follows: "Yet after this money shall have been paid within these 5 years, the principal as well as the interest, and being in need again thereafter, and requesting a loan, the Company is inclined to advance 100000 rops on the aforementioned condition." Which condition the Company shall under no circumstances accept, and which therefore, upon entering into a new five-year Contract, must be wholly omitted, or, upon extension of the present one, be regarded as null and of no value. To the confidential agents whom Your Highness shall be pleased to send to Nagapatnam to receive the remainder of the requested 100000 rops after deduction of the old debt, Your Highness shall give proper written power of attorney to grant a receipt as proof that they have received that money; and thereafter grant to us a bond signed by Your Highnesses for 100000 rops at the interest of 3/4 percent per month, dated under the same date that the money advance will take place in Nagapatnam, and of such contents as shown in the enclosed model. After the receipt of which bond we oblige ourselves to return Your Highnesses' aforementioned receipt. Your Highness and his brother, the Prince Visiaramarasoe, are, by our well-mentioned superiors and in accordance with their orders, likewise kindly requested by us to give favorable consideration to the exorbitant losses suffered by the Company on the lease for many years past, and still continuing, since, as Your Highness is aware, Bimilipatnam and its dependencies at the last last leasing only yielded 18000 rops, and thus 4220 rops less per year than that for which they were taken on lease from Your Highness. With the prayer that Your Highnesses, also on that account, will agree to such a reduction of those lease monies so that that loss may at least be made somewhat more bearable for the Company, and their Honors as well as Your Highnesses may thus have reason to be somewhat satisfied, since equity, after all, requires that one friendship answer another. Just as their Right Honorables also do not doubt that Your Highnesses, out of gratitude for the services rendered to Your Highnesses on various occasions, and especially for the friendship which their Honors show to Your Highnesses by condescending to Your Highnesses' request to assist them with cash on this occasion before the previous Contract has even expired, will also show your inclination towards the Company on your part by a strict observance of the alliances entered into with the same and the consenting to the cited points, together with the cultivating of an unbreakable friendship with the Chiefs of this Factory, and desisting forever from any points concerning the negotiation of money loans, since Your Highness can easily understand that it is not convenient for the mighty Dutch Company, whose sole aim is to send its cash to these regions to carry on a peaceful trade therewith, to divest itself from time to time of such a considerable capital, and therefore requests that Your Highnesses please do not trouble her with requests of a similar nature in the future, since their Honors have resolved to reject absolutely all applications of that nature henceforth. This we communicate to Your Highness, and request you to take the same to heart; we entreat Your Highness to continue to show your favor towards us, and also to communicate Your Highness's well-being to us. 809 For although, according to the last contract concluded between Your Highness and the Company, one more year must expire before one would need to conclude another, nevertheless, with Your Highness's pleasure, both so as not to lose time by writing back and forth after the ending of the present contract, and out of consideration of the friendship that the Company shows to Your Highness by condescending to the newly requested money loan, the old contract could presently be extended for another 5 years, or a new one concluded to the sealing of mutual friendship and tranquility. Such not only frequently takes place between princes and landholders, but the Company has, with the land regents of the southern regions of this coast, for the most part, an everlasting, unbreakable contract of friendship. For which reason the Right Honorable Lord Governor, who, from the copies kept at Nagapatnam of all that has passed here in previous times, has full knowledge, then also in hope, expectation, and trust of Your Highness's good intention of maintaining a similar friendship with the Company, and from his Honor's side gladly wishing to contribute everything thereto, has for this time condescended to Your Highness's request for a new money loan, provided Your Highness would likewise be pleased to agree to his Honor's proposal. The contents of the letter written by your Honors to us, as well as that of the missive from Nagapatnam, we have understood. But when we see the tenor of the letter that your Honors have addressed to us, we find that it differs word for word. Regarding the matter of the loan, much has been written. Shall now the contract and the sanad be made separately? The present Right Honorable Lord Governor has, without informing himself of previous matters, caused it to be written in that manner. Record kept of the oral report made by Moetoe upon his return here from Visianagaram to the humble undersigned, namely: First, that Bimilipatnam with its dependencies will again be ceded in lease to the Honorable Company for the period of 3 years, in such manner and on the same footing as the princes do with all the lands under their jurisdiction, and that it should not be expected that their highnesses will now, or in the future, prolong that lease any longer than that limited period of 3 years. Secondly, that after much effort exerted and much trouble endured, as well as arguments conducted back and forth and some days wasted, the princes have finally reduced the yearly paid lease sum of 20220 rupees by 2000 rupees, and thus brought the same to 18220 rupees. Thirdly, that all conditions and terms stipulated in the previous contract will remain maintained, except for the 4000 rupees which have been yielded yearly by their highnesses as indemnification for the suffered loss of the merchants, as well as the item of a new money loan to be made, which is stipulated entirely differently by those princes in the following article. Fourthly, that due to the necessity that existed to arrive at a final arrangement, upon the high favorable approval of the Illustrious Coromandel Government, a loan of 100000 rupees had to be promised to the princes at the interest of ½ percent per month, included wherein being the principal with the interest that their highnesses remain owing after the expiration of the old contract as of ultimate May 1773; from which those princes, after deduction of the advance one year lease payment, being 10220 rupees, will grant a bond to the Honorable Company, and also have a commitment granted by one Saucar Wanamalidas residing in Visianagaram, who having a house standing here sometimes comes to live therein with his whole family, that he shall be obliged, according to a certain time which will be determined in the new contract to be entered into, to pay off the outstanding principal with the interest, it being understood that whenever this happens in the second year, an equal amount of 10220 rupees will again be deducted for the advance payment of that yearly lease, and such likewise to take place in the third year. And that, in case their highnesses, after the restitution of the outstanding principal with its interest, should again need money under the three-year lease term, in that case notice will be given two months in advance, at which time the disbursement shall happen, also under such a commitment; this clause will thus be incorporated into the new treaty to be made, noting at the same time that in order not to waste time needlessly with writing back and forth, the new money loan will have to take place without first informing Nagapatnam and waiting for orders concerning this. Fifthly, that regarding that which has been assigned to the Duan Ienpenne Iaggoenada Rasoe, through whose mediation the matter has thus far been brought to completion, this Duan having had no inclination at all, wanted completely to desist from his exerted good offices, stating that at the entering into of the old contract the army chief Tandua Narsaija and the Havildar Cottie Paggawanhoe received more preference than now on this occasion; the prince's Duan, who has at all times shown himself to be a friend of the Honorable Company, wherefore, and because it has been noticed that great promises have been made to him by others who previously worked on this matter, and seeing that he could not be dissuaded from his desire by any persuasive arguments, an equal amount had to be promised as was delivered to the aforesaid army chief and the havildar. Just as he also, in conformity therewith, proceeding thither when he was actually negotiating with the princes over that contract affair, their Highnesses became embroiled with the Visagapatnam English Chief, Mr. Stratton, who had arrived there, over such matters as are distinctly mentioned in the report submitted by the said servant; in such manner that he was detained from time to time by those princes until the 4th of this month, when, having received his dispatch and having also returned here the following day, he, as stated, delivered a written report in the Telinga language, addressed to both of us. And in case, according to the limited time in the contract, the saucaar Wannamalidas should not pay off the money, then the Gentlemen of the Honorable Company shall demand the same. From this last period, that the princes do not wish to have the annual lease moneys deducted from the capital of 100000 rop:s to be provided on loan, it appears, in our humble judgment, that just as those princes, before the concluding of the five-year contract—notwithstanding that they were 1½ to 2 years in arrears on account of lease moneys enjoyed in advance—nevertheless possessed enough unreasonableness to successively claim more money each time, and moreover frequently extorted money from our subjects by force, from which at last discord arose between those princes and the Honorable Company, but now finding that such conduct is incompatible with the content of the old contract, they therefore do not wish to consider its prolongation at all, but have devised this pretext of regarding the Honorable Company virtually as one of their saukaars, in order to be able to fulfill their pernicious objective again under the pretext of having a right thereto, and indeed in such a way that their demands would even have to be obeyed without awaiting the consent of the Illustrious Coromandel government. Regarding the article of the lease money to be provided yearly in advance, the aforesaid Moetoe, on the occasion that he arrived here to and fro from the aforementioned princes' place of residence, verbally reported to the humble first undersigned of this that the same would be deducted from the principal capital being provided on loan to the princes. However, when he came to Their Highnesses a second time, they told him that the annual lease money would not be deducted from the capital to be lent, but that the same being paid yearly in advance, a receipt could be taken, from which thus, as was alleged at the beginning of this, it appears most clearly how varying those regents are in their opinions. From the aforementioned report submitted by Moetoe, it will appear to Your Right Honourable that he says that however much he did his utmost to encumber the aforementioned capital promised on loan with an interest of ¾ per cent, Their Highnesses nevertheless could not be moved thereto, as also regarding the omission of the article of a new money loan written in the contract concluded in the year 1768 and now expired; but that the remaining conditions contained in that treaty shall continue to stand in their full essence, except for the period of 4000 rop:s which the princes have annually relinquished as compensation for the damages suffered by the Company's merchants, as well as the article of a new money loan that is now stipulated differently by those rulers; it speaking for itself that the further changes, namely instead of 20220 rop:s that the lease will now be relinquished for 18198 rop:s, instead of ¾ that there is now only ½ per cent interest, and instead of 5 that the upcoming lease will only be for 3 years, will have to be made therein. Further referring ourselves fully to the aforementioned report to avoid prolixity, also regarding what was elucidated by the Duan Jenpenne Jaggoenada Rasoe with respect to the saucaar wannamalidas in the Duan's letter to be cited hereafter, we offer in all respect, enclosed with this reference, two small bags in which are to be found two letters, one addressed by the princes and the other by their Duan to the aforementioned Right Honourable Lord Governor, which are still humbly accompanied by the following documents, namely: No. 1, 2, and 3: Three original Telugu missives sent to us by the princes Visia and Sjetaramarasoe as well as their Duan Ienpenne Iaggoenada Rasoi, together with copy translations thereof. No. 4: Three copy draft letters written by us to those rulers and their Duan. No. 5: An original Telugu report submitted by the frequently mentioned servant Moetoe Annanda Poele, and cited hereinbefore, together with its translation. Meanwhile, we very submissively beseech Your Right Honourable to please furnish us as soon as possible with the very same highly respected orders as to how we shall have to conduct ourselves regarding this weighty affair, the more so because Their Highnesses told the aforementioned servant to write to Nagapatnam to obtain a speedy reply, and that until its receipt, as Moetoe's report shows, the 3-month prolongation already obtained will subsist as it now is. Notwithstanding this, for greater security, in answering the received letters of the princes, we shall request Their Highnesses for a further extension of 3 months' time, or until the end of next 9ber, and at the same time communicate that we have communicated their proposals to Your Right Honourable. We shall not fail to inform Your Right Honourable most humbly and as quickly as possible of the answer to be obtained thereon. Meanwhile, we cannot refrain from communicating to the very same in all respect that which is in agreement with what was favourably granted by the prince to the humble last undersigned during his presence at Bonij, namely: That because the lease of Bimilipatnam, with its dependencies, relinquished by the prince to the Honourable Company, was to expire at the end of May of the current year, a prolongation of 3 months was granted for the dispatch of our humble writing and to be able to obtain an answer thereto, during which time Bimilipatnam, etc., should remain directly under the Honourable Company, but in the outer villages one or two persons on behalf of the Honourable Company, and also a person on behalf of the princes, should be appointed to take the necessary care of those villages; and that whatever should be expended on behalf of the Honourable Company during those three months for the continuation of agriculture, if those villages remained under the Honourable Company, should remain at the expense and benefit of Their Honours; but otherwise, if the villages should fall to the prince, it shall be disbursed by Their Highnesses. Pursuant to the aforementioned report, given by the prince Sittaramarasoe on the 19th of September of last year, Ienpenne Padmanaboe Rasoe, accompanied by Cottie sjina Panteloe, having arrived here and subsequently having appeared in the fort the following day, we, after first having accurately examined and agreed upon the account with them, having in the meantime or at that very same time been honored with Your Right Honorable's separate letter dated the 22nd of August, repeatedly questioned Moettoe annanda poele—without, however, giving him any hint of that received mandate, the secrecy of which we still deem best for the interests of the Honorable Company—whether he found himself in a position to conclude an agreement with the princes on the old footing, subject to the exceptions mentioned in Your Right Honorable's highly respected special letter dated the 15th of January of the same year, and not on such precarious supports as 845. as the offered suretyship of Wannamalidas, to which the humble signatory for their account and risk could never ever consent, much less to any advance, of whatever nature, or the granting of a letter for the obtaining of funds, unless the prince pledged Bimilipatnam and its dependencies therefor, in such manner that the said debt would be settled annually with the lease. Likewise, he could enter into no agreement whereby the Honorable Company would be obligated de novo to any money loan, or wish to hold us responsible for the amount of the reward which the promoter of the Honorable Company's interests among the prince's court grandees had to expect upon the conclusion of a new agreement, but that such must be left entirely to the benevolence of Your Right Honorable. And he having answered more than once to this with a full-mouthed no, while Padmanaboe Rasoe, aforesaid, was unwilling to lend an ear to anything of of that nature, pretending that it was not for that purpose, but rather to settle the accounts and also to arrange that Moet anandapoele, according to the prince's desire, might proceed overland on the journey to the south with the dewan Ienpenne Iaggoenatoe Rasoe, we have judged it best for the interests of the Honorable Company, under the present circumstances, to direct matters toward the following: First, that one would gain the necessary time to be able to correspond back and forth. Secondly, to find a favorable opportunity to be able to bring the affairs entirely under the wise judgment of Your Right Honorable's decision, and in the meantime, in conformity with the orders in Your Right Honorable's highly venerated letters dated the 20th of April of last year, to take care that the prince's arrears were liquidated through the obtaining of some extension. Thirdly, that Bimilipatnam, Commerpalium, the mouth of the river, etc., remained thus far directly and on the old footing under the Honorable Company. Fourthly, that nevertheless, to prevent all disputes in case of a surrender of the outer villages (on which the Company, in case of leasing, on account of a lack of wealthy and honest inhabitants, will always suffer losses here, and the chiefs, in case of leasing or holding for the account of the Company, will always have to undergo accountability and disgrace), one and the same person on behalf of Their Highnesses, and two ditto of the Honorable Company, remained placed in those villages to have the supervision over the same and thus to collect the revenues, just as such has taken place since the expiration of the old contract until now. By the payment of the aforesaid debt of the princes, which could not be refused, both according to what was agreed in the old contract and in consideration of Your Honourable Respected's most esteemed, hereinbefore cited order of 20 April last, that one must in all cases strive to ensure that the Noble Company secured its guarantee, the bond granted to the Honourable Company by those princes on the old money loan being no longer of any effect, we have, subject to Your Honourable Respected's favorable approval, and pursuant to the insistence and absolute desire of His Highness Sittaramarasoe, contained in the aforesaid letter of 30 August, delivered it receipted into the hands of his envoy Jinpenne Padmanaba Rasoe, and on the same occasion regaled him, together with the mentioned Cottie Sjina Panteloe, with a modest present. Since the said prince Setaramarasoe, in the aforementioned letter, requested us, when sending Moetoe toward Their Highnesses, to hand him a letter of recommendation to obtain the aforementioned 100,000 rop:s, as stated, at Madraspatnam, we take the humble liberty to implore Your Honor hereby that, in case the agreement is concluded and its delivery is consented to, to cause that amount to be paid out at the frequently mentioned English chief settlement. We had also resolved to hand the duplicate of this to Moetoe, and to let it serve at the same time as an escort for him whom we have been obliged to release to obtain the aforesaid, but the importance of its contents caused us to adopt a contrary decision, and resolve to hand Moetoe on that occasion only a small accompanying letter containing what the duplicate Letter T will show Your Honor, and to direct this detailed letter for the respectful communication of all that has been stated above, hoping that our actions will be crowned with Your Honourable Respected's much-desired approval, which we also look forward to regarding the offered intervention as guarantor by Prince Sjittaramarasoe for the arrears of Moetoe, under such a condition as is more fully contained in His Highness's aforesaid letter, which in the meantime was finally rejected by us pending the receipt of such a positive order, both for the reason that we presumed to have more trouble and headache, and thus to incur more danger, if that debt had to be collected from the princes or his court dignitaries than from Moetoe Annandapoele, principally as long as his possessions remain in sequestration under the Honourable Company, as well as on the grounds that we believe no guarantors can be regarded as valid except those who, on the one hand, have the required means to be able to satisfy the debt, and on the other hand, falling under the jurisdiction of the Noble Company, can in case of unwillingness be constrained by legal means to fulfill their promise. during his presence at Visianagaram has experienced repeatedly that the princes do not wish to hear anything at all spoken anymore of the old contract, much less are inclined to enter into such an agreement de novo; we also until this day, from the successive missives received from their Highnesses, can perceive no such inclination, but on the contrary, at the conference mentioned hereinbefore with Padmanaboe Rasoe, have also to our regret had to learn that he did not want to have a single sentence inserted into the receipt or sanad whereby the old contract was cited in a direct sense, and therefore, not without reason, fear that there will still be much trouble attached to concluding such an accommodation, unless the same were happily settled through the arrangement now planned under the highly wise direction of Your Highly Honourable Worship, there with the dewan Jenpinna Jagganadoe Rasoe. The princes have informed me that the proposals regarding the entering into of a contract were made by Jagonada Rasoe and that the Secunde had sent the same to Nagapatnam. Thereupon I replied that when the Right Honourable Governor of Nagapatnam has been pleased to have the contract written and handed to me, I have made it known to Their Highnesses; after they had heard this, they made known to me in the following manner, namely: In the future no other agreement shall be made, the arrangement that we made with the Secunde is properly the contract. If the Honourable Company takes no pleasure therein, Their Highnesses, in that case, will take their villages back into their own hands, along with the mouth of the river, and whatever those princes then find they still owe the Company after reviewing the account, they will settle. And in case, according to the limited time in the contract, the sowcar Wannamalidas should not pay off the money, then the gentlemen of the Honorable Company shall claim the same. And in this manner, back and forth, the Honorable Company will lend money to the princes, and Their Highnesses will restore the same again to the Honorable Company.
