Having therewith arrived at the end of this our respectful response, we refer ourselves in all submission to the accompanying two lists of all collected, dispatched, and remaining packs, but let the brief summary thereof follow below, according to custom, as: The dispatched packs on the requisition of 1773 amount in the past year to packs 2102. Whereunto added the remainder from the past year 705. Together for the collection of the past year packs 2807. This year there have been dispatched to various regions packs 1314. J v Zeembrugger To the Right Noble and Right Honorable Lords Directors representing the General Dutch East India Company, etc. Right Noble and Right Honorable Ruling Lords With regard to the required length and breadth in general of all the linens, we pray Your Noble and Right Honorable Honors to believe that no efforts regarding the servants of the outer factories, as well as regarding the merchants of this main factory, have been spared. And we also flatter ourselves that Your Honors will have some reason for satisfaction regarding the unbleached linens; however, regarding the bleached, this difficulty will not be so easily removed, since the considerable shrinkage of the cloths during washing and dressing causes this, and the weavers cannot well be forced to change their reeds, as the unbleached cloths not only maintain the full width, but even at almost all factories are 1/16 ell wider in breadth and indeed ½ to ¾ ditto in length; nevertheless, we shall continually insist upon their perfection. How painfully not only the deterioration of the cloths appears to us upon visual inspection and resorting, but particularly and most sensibly from the annual petitions of Your Noble and Right Honorable Honors, cannot be expressed by any pen. We have not only emphatically brought this to the attention of the merchants of this main place at the recent contract allocation, but have likewise circularly reproached the subordinate servants of the subordinate factories concerning this, together with having held before those of Palicol and Jaggernaikpatnam in particular the vehement complaints of Your Noble and Right Honorable Honors, as well regarding the lack of lengths and breadths as in general regarding the quality of the linens and their annual decline, communicating that Your Honors reserved the right to declare yourselves further regarding the substantial damages inflicted upon the Noble Company by such poor service, but at the same time hoped that the measures taken would one day have a desired outcome. Extract from the Requisition of Returns from the Indies for the year 1775, determined on 19 October, Anno 1773, from the provisionally answered requisition of 28 November 1772, received from the ministers on Coromandel. Regarding the cloths, we have seen that our orders to have the cloths made to the proper length and breadth in the future would be observed. Wherefore we shall not complain anew on this occasion, for which we would otherwise have reason again this year, but await what effect the admonitions of the ministers to the subordinate servants will have had, of which we will not be able to learn the success until the coming year. The cloths which we have received this year by the ship Alkemade directly from Coromandel have all been examined. We let the findings of the main articles brought over directly with the Alkemade follow here. From Bimilipatnam, 1st sort and 2nd sort: common, coarse and uneven, not better, much less than previous years, poor. would be from year to year worse and worse, not fit to be used for ordinary coast guinees, and the third sort being very coarse, will fetch lower prices. If found to be of poor quality, good guinees would fetch ƒ 30 to ƒ 35. Fine guinees 2nd sort Nagapatnam, being reasonably better, was much more profitable. Guinees 9 caals Palicol and Jaggernaikpoeram indigo named, fetched ƒ 25 to ƒ 26, but now fetches ƒ 18 to ƒ 19; it was worth much more. Palicol 2nd sort and 3rd sort, even worse than last year, which could only fetch ƒ 10½ to ƒ 10¾. Yet in all respects and in the same case, the 3rd sort, not so bad, somewhat better than the previous sorts, yet worse than it has been hitherto; it will now have to be sold even lower, being unfit for printing, thin, meager, uneven, with holes, short, narrow, not worth ƒ 9. Good quality would then fetch ƒ 15 to ƒ 16. Guinees of Jaggernaikpoeram 1st sort as also Palicol and 2nd sort, ditto of Bimilipatnam 1st and 2nd sort valued as above. The above-mentioned 3rd sort of Coast guinees is an important article of which parcels can be sold with great profit for the Company if the qualities were satisfactory; they will now fetch little, and yet more than the value because there are no other sorts common. Common good, whether of Madura or Bengali washed. Guinees Sadraspatnam 1st and 2nd sort satisfies fairly well. Ditto Portonovo reasonably, yet very unevenly bordered. Ditto Nagapatnam also very unevenly sorted, one piece is ƒ 4 to ƒ 5 better than the other in the same bale: here fine. The ministers replying to the said demand, excuse themselves regarding the quality of the goods originating from Palicol, but Your Honors see that our complaints are not limited to the cloths of that factory alone, but also extend to almost all the others. In a word, we experience exorbitant over- in order that one should not be necessitated to abandon that branch of trade entirely and leave it to others. Furthermore, we have referred the same servants to the just-mentioned general and further special remarks made by Your Right Honorable Worships, amply noted with every post, with an emphatic admonition that the humble undersigned could not reflect but with the greatest emotion on Your Right Honorable Worships' conceived displeasure regarding the bad quality of the procured cloths, and the resulting low prices fetched, of which there were no precedents, all of which goes all the more to our hearts as we successively experience how little influence our recommendations and admonitions, so frequently and with so much earnestness and good intentions made for the amelioration of the cloths, have had on the minds of those servants and merchants, in so far that the punishment now and then applied by having them reimburse the lesser proceeds of the bales found here upon re-sorting to be of lesser quality, also seemed to be cast to the wind. For which reason they have been ordered, under serious warning to keep the Master's interests in view, to carry out the present contracting for the year 1775 at once with the utmost attention, and to inform us of the result of that negotiation without delay, as the chiefs of Jaggernaikpoeram and Palikol have also been ordered to report at once whether they can procure the salempores and the ordinary bleached guinees of better quality, and correct the defects mentioned in the Demand, or not. Exorbitant dearness of the times in general, the results proceeding therefrom, the deaths among the craftsmen, the heavy blows which the merchants here suffer on that account in the weaving villages, and the absolute necessity, if one does not wish to see the debts increase annually, to meet them as far as possible, thwart every firm hope regarding those measures. That the quality of the cloths brought in this year is as poor as any we have received in the aforementioned 30 years. We shall explain ourselves further on this matter on another occasion. In the meantime, we hope that the measures which we are taking at present will have a desirable outcome. For otherwise, we must completely abandon that branch of trade and leave it to others. The time having now arrived once more for sending via Ceylon our customary annual papers touching upon the general report of what has been executed here on the Coast during this year in the service of Your Serene Highness and High Noble, Highly Esteemed Lords, I also take advantage of that opportunity to add this present letter, serving principally as an accompaniment to the copies of my separate advices, under dates of 31 January and 15 October last, as well as of today, presented to Their High Noblenesses, the Noble High Indian Government at Batavia, to which I refer myself with much respect, having the high honor, in continuation of the matters mentioned therein, and especially with regard to the principality of Tanjore, to note that everything continues in that same state as it was upon the dispatch of my humble letter of 31 December 1773, with the subah still enjoying peaceful possession thereof, although the rumors of the descent of the Maratha still continue to persist; nevertheless, this is not likely as long as the discord within and among the family of the great prince of that nation, named Naraijna Rauw, murdered in the previous year, continues to endure, of which the subah makes exceptionally good use, further stoking that alienation through expenditures and bribes, while the deposed prince, still imprisoned in Tanjore with his entire family and some of his foremost courtiers, steadily continues to hope to be delivered therefrom by the Maratha and that the prince or his younger brother will be restored to the throne of his ancestors; although it were to be wished that this could occur without the Maratha coming down, for in that case the country will have to suffer greatly, and will not be able to recover for years from the damage that it would have to undergo thereby. It seems that the subah still fears this, which is why he does not make the slightest change in Tanjore; everything remains in the state it was in at the time of the conquest, treating the Prince and his fellow prisoners neither too harshly nor too leniently, allowing them a moderate maintenance; the country, so far as its products and revenues are concerned, is managed solely by the former secretary of the Prince, and one of his foremost enemies, though the seat of government has been transferred to Kumbakonam, while the Castle of Tanjore is guarded only by a castellan and a small number of troops, from which it is inferred that the subah does not yet consider himself firmly enough established in his aforementioned newly made conquest, but

The greatest fear and anxiety caused to the Souba is the coming along of the Nizam, against whom, as being his head and sovereign, he may not oppose himself, and, as rumors have it, he demands of the Souba, certainly at the express demand of the Maratha against whose power he cannot endure in the long run, besides the restitution of Tanjore and the Land of the Marava, that Trichinopoly and Arni shall be made independent as of old, and should yield nothing other than the customary and limited tribute to the Nawabship of Arcot, to which they wish to have the Souba confined, as also that he shall render an account of the contributions of these lands, for which he, since 30 years or from the Souba's father's time onward, still has to account for the greatest part; all articles that are hard for him to comply with, as he will not gladly wish to be curtailed in such manner by yielding such precious conquests as Trichinopoly or the Kingdom of Madurai is 79 is; and thus he will sooner proceed to the surrender of Tanjore and the Land of the Marava than to that, unless he were compelled thereto by force, and to mediate the matter he sends one of his courtiers, Khodja Assemchan, to the army of the Nizam and the Maratha, as also the well-known Joelam Allichan to Hyder Naik or Hyder Allichan, since the same has advised him that it was best, by yielding to the desire of the Maratha, to ward off the blow with which they were threatened, because he, namely Hyder Naik, having been so harassed by the Maratha for some four years and his lands being thus destroyed, could not possibly come to any decision to the advantage of the Souba, and that thus, if he, notwithstanding this advice, persisted in his resolution to keep everything, or to maintain himself by force in his conquests made, he, Hyder Naik, though 80. 379 though he had contracted with the English that he would not enter into any hostility against them, would nevertheless be compelled to choose the side of the Maratha, since against or before superior force no agreement of whatever name can subsist, and he moreover was obliged to care for his own rather than that of others; so that the Souba, if all this is truly so, will indeed soon have to resolve upon the one or the other, the more so as his offer of 2 to 3 million rupees made to the vakil or envoy of the Maratha, along with further proposals, have been rejected; on which account one may assume as certain the invasion of these lands by the descending armies, and the junction of that of Hyder Allichan with the same. All of which I have deemed it my duty to bring to Your High Excellencies' notice via Ceylon, and very humbly to request to provide me at the earliest with Your most Venerated orders as to how I shall have to conduct myself in case the Prince of Tanjore, or likewise the Maratha, might make a request for money and other kinds of assistance, as also what I shall have to do in case the Maratha, having become master of Tanjore, should come to keep that kingdom for themselves; for that they will apply for assistance is certain, however they may consider it upon conquering the same; but though it cannot yet be foreseen what turn affairs will take, the same nevertheless causes much reflection and disquiet, on account of the critical consequences that may arise therefrom. The Maratha has compelled the Nizam, it is said, to surrender to them the Europeans who have been in his pay and are estimated at 4 to 150 men, mostly French and formerly having served under Monsr. Bussy, besides the Europeans who are in the service of Hyder Allichan, and who will further be added thereto if their armies unite with each other. The French reason in general, and this has been confirmed by the former Governor of Karikal, Monsr. de Boistel, who a few days ago was present here for a day for the transaction of his affairs, that when the Marathas should have penetrated these lands, they will certainly compel the European nations on this coast to show them help and assistance, 81 and 381 and whether in such a case it were not better to condescend therein as far as is possible, rather than to let the lands be plundered and ruined by those robbers, or to be besieged and vexed by that nation. And though these are still but conjectures and opinions, they may nevertheless become of consequence. Although I nevertheless wish for the best, and at the same time hope that my answer to the letter of the Grand Prince, according to what was noted in my recent humble advices of the ultimate of December last, given, will free us or the Honorable Company from all applications of that nature. was there, and thus did not happen arbitrarily; for as soon as the resolution of 21 October 1773 was taken to cover the town by means of a detachment outside of it against a formal siege or blockade, or else a sudden surprise attack, and thus to proceed to the division of the garrison, it was found that the available officers were not sufficient to command as required the posts within the town as well as the detachment that had marched out and was posted north and west of the same, which, being divided into several posts and detachments, formed a line and covered the same; wherefore, upon the representations of Major Hazelman and Captain Wohlffarth, to which latter the command of the aforementioned detachment was also entrusted, one had to proceed to the appointment of several officers, namely for the command outside, among the Ceylon detachment: Lieutenant Aldus to Captain Lieutenant, Ensign Weerman to Lieutenant, and Sergeants Raaijt, Kortman, Trip, and van Wulffen to Ensigns, as well as fellow Sergeant Ulmbeek of the aforesaid. Ulmbeek to Adjutant instead of Wulffen; furthermore, among the garrison here, and thus for the posts within the town, to Ensigns: Sergeants Aarnout Thoorn and Smith, besides the previously appointed according to the joint resolution of 20 August, and proposed in the joint letter of 16 October following for the generous approval of Your High Nobilities, Ensign George Rijnhard, as well as in his place, as well as instead of the aforementioned Smith, to First and Sub-Adjutant the Sergeants Jan Lagoes and Adolph Zehl; since then, Ensign Rooth has been appointed Lieutenant in place of the deceased Bishausen, and Sergeant Hofman has been appointed Ensign in place of Rooth, likewise belonging under the Ceylon detachment; the same applies subsequently to the appointment of Jacob Kraus to Extraordinary Lieutenant of the artillery instead of the deceased Ordinary Lieutenant Muller, and again of Bombardier Erik Holt to Extraordinary Fireworker to fill the place of the said Kraus; so that upon sending back the aforesaid Ceylon troops, that Government will receive back one Captain Lieutenant, one Lieutenant, and four Ensigns more than it detached hither, provided they are not prevented therein by sickness or other circumstances, and if they all should still be alive at that time. The appointment of the aforesaid officers, especially of those who were appointed by the secret resolution of 21 October, was all the more necessary because at that time several from the garrison here as well as those from the aforementioned Ceylon detachment were already incapacitated, and among them Ensign Folst of this place was entirely unfit for service due to paralysis; it would therefore, in that delicate crisis in which one found oneself, have been irresponsible to leave the necessary posts within, and most notably the detachment outside, destitute of good and capable officers, to which end one sought out and took the most vigilant persons on whose loyalty and alertness reliance could be placed. Furthermore, no others were employed for the Ceylon detachment than those who truly belong to it and came along with the same, thus the reasons for the commotion caused thereby among the Ceylon ministry are incomprehensible; whereby I take the liberty to state here yet another reason for the necessity of these appointments: that the troops received from Jaffanapatnam and Trinkonomale, numbering 205 heads, had no more than just one Captain, one Lieutenant, and 2 Ensigns; so that as soon as one had to take and separate 100 heads from that corps to detach elsewhere, one also had to provide the necessary officers for that command if everything was to be regulated and carried out according to proper order and decent discipline. Notwithstanding these adduced reasons, may I still be favorably permitted humbly to submit to the equitable consideration of Your High Nobilities whether I, who together with the Council here requested and obtained the aforesaid auxiliary troops from Ceylon for the welfare and preservation of the Company's state and interests on this Coast, am not just as authorized as the Ceylon Government to be able and allowed to make such arrangements and dispose in and over the same as was deemed consistent with the service and the interest of the Honorable Company, since those men, here as well as on Ceylon, are in the pay of one and the same master and paymaster; and whether, as soon as those people arrived here on the Coast, even if pro tempore, they did not belong for that time directly under the administration entrusted to me here on the Coast; and whether I especially may make the necessary arrangements regarding their employment and disposition. And since, besides the strict orders of Your Right Honourables, the obligation also rests upon me to look after the management to the utmost of my ability, and to provide the same with such means as may be serviceable thereto and may tend to the improvement of the state of the Honourable Company on this Coast: so I have the honour in the first place, with the submission of a Report and fifteen small maps or ground deeds, respectfully to propose to Your Right Honourables to put up for auction at public sale and sell to the highest bidder all the buildings of the Honourable Company, most of which stand in the inner city, including also the house of the powder mill (since the manufacturing of gunpowder has been abolished), with the granting of freedom to everyone who buys the same, to dwell therein or to act therewith as they shall see fit, except the town hall and the former residence of the Master of the Equippage, as well as that which is currently occupied by the Secretary of the Civil Court, Abraham de Veer, which would have to be demolished by the buyer or buyers within the period of three months, whereby the Honourable Company will remain freed from an annual burden amounting to roughly f 2000. –. If Your Right Honourables please, you will observe from the aforementioned Report the poor condition of all the same, which in general are not worthy of expenses being incurred for their repair or maintenance. Yet, considering that through the proposed sale and demolition of the aforesaid old residence of the Master of the Equippage, he will be deprived of a place for the storage of the equippage goods, I propose in the second place to erect, for the money that the buildings to be sold will yield, a new Equippage Warehouse of the length of 120, width 20, and height from the foundations 20 equal Rhineland feet, divided into four spacious rooms of 30 feet each, both for the storage of all the equippage goods and for the housing of the Marines, which according to the accompanying calculation will cost no more than pagodas 1046. 22. 1., and to which proposal I am all the more prompted on account of the poor condition of the present so-called Equippage Warehouse, on which a costly repair will have to be carried out within one to two years. Thirdly, I most respectfully propose to Your Right Honourables to put up for public auction and sell for the going rate the two Company choultries, standing in the villages of Anthonij Pette and Vertemangalam, from which the Honourable Company or the Governors derive no service or benefit whatsoever, any more than from those of Porwalacherij, together also with an old dilapidated warehouse and the house that stands in the city and has always been inhabited by the provost.
