The surplus collected being deducted from the shortfall procured, there remains for the deficit in delivery this year a number of 365 packages. What the true reason may be for this reduced collection at the respective factories, we shall take the liberty to respectfully present to Your Excellencies; beforehand, we request that Your Excellencies rest assured that we have spared no exhortations and admonitions to urge and encourage the respective chiefs to the observance of their duty in this regard. And proceeding to this, we report respectfully regarding Sadraspatnam, where on the Home requisition there have remained unfulfilled: 7 packages of common bleached salempores, 9 packages of raw salempores, 1 package of broad bleached baftas, 19 packages of common bleached guinees, 12 packages of common raw, 2 packages of common dark blue guinees; as well as on the Indian requisition: 11 packages of common dark blue salempores, 2 packages of dark blue salempores, and 1 package of common dark blue parcallas; or together 65 packages. The true cause of this shortfall, according to the advices of the servants, must for the greatest part be attributed to the prolonged lack of rain in those parts and the resulting dearness; as a result, many weavers, who could no longer find a sufficient livelihood through their labor, have wandered off and moved elsewhere to obtain a meager subsistence through other work, whereby the collection was naturally very much delayed. And with regard to the failure to supply the blue linens, the excessive dearness of indigo also contributed much, likewise a sad consequence of the prolonged drought, as that dyeing substance finally rose so high in price that in dyeing each package of guinees, at the price paid for it by the Company, there was a real loss to the merchant of more than 25 pagodas, whereby they were forced to desist from making those goods because of the exorbitant damage they suffered thereby. On the cloths requested from Iaggernaikpoeram for Europe, there have likewise remained unfulfilled: 12 packages of checked rumals, 1 package of ordinary handkerchiefs, 1 package of betilles allegias, 1 package of betilles calewapho, 1 package of betilles sesterganti, 3 packages of fine bleached salempores, 1 package of medium fine salempores of 18 puntjangs, 36 packages of common bleached salempores, 1 package of fine bleached guinees, and one package of common raw guinees; or together 57 packages. The non-fulfillment of these, especially of the 36 packages of salempores, our chiefs attribute to the troubles that have arisen among the weavers in the villages where that weaving is done, and which they say were principally caused by the vexatious treatment by the English chief at Ingeram, Mr. Sattler, who compelled the weavers in those parts by cane beatings to work for no one else but the English. To which reasons we give full credence, since the same are also confirmed by the chief of Palicol, Accama, who not only attributes the non-fulfillment of the Home requisition of 16 packages of common bleached guinees, 6 packages of common raw guinees, 3 packages of fine bleached salempores, 3 packages of medium fine bleached salempores, 22 packages of common bleached salempores, 6 packages of common raw salempores, and 1 package of chintz handkerchiefs, or together 57 packages; and the shortfall on the Indian requisition, namely 1 package of fine bleached guinees, 4 packages of bleached guinees of the Company's old sort, 6 packages of bleached dungarees with red headings, and 2 packages of common bleached parcallas, or together 13 packages, to the acts of violence of that chief; but also, upon the continuous complaints of the merchants that the weavers would accept no money from them to produce linens out of fear of being mistreated by him or his people upon discovery, was officially obliged, if he did not wish the entire collection to come to a standstill, to complain up to three times about the aforementioned chief of Ingeram, Mr. Sattler, for disturbing our collection and thereby violating the Company's ancient and lawfully obtained privileges, to the English Governor at Masulipatnam, with whom his representations.

representations finally, according to the writing of the Iaggernaikpoeram chiefs in a private note to the undersigned Governor, have had that desired effect, that at his request a Commission has been sent from Madras to Ingeram, to investigate the misconduct of that servant: But besides the aforementioned reason for the non-fulfillment of the Demands, circumstantially described by the Palicol chief in his letters of the 8th September and 5th October of the past year, he also states as a principal cause of this non-fulfillment the deceits of the Palicol merchants, who according to his writing could not be moved, even by the sharpest exhortations, to supply more acceptable cloths. And although they had well deserved by this to be put out of trade, we do not yet dare to proceed to such sharp measures with them; for all of them, or at least most of them, are still far in arrears; but have rather decided to write to the chief to exercise some patience with those defective merchants, and by friendly treatment to encourage them to fulfill the new Demands and reduce their debts. Concerning the procurement at Bimilipatnam, this is of an even far more disadvantageous aspect, because there, out of the Demand for the Netherlands totaling 220 packs, no more has been fulfilled than 106 packs; thus 114 packs have remained unfulfilled: namely 14 packs Salempoeris common bleached, 11 packs Salempoeris common raw, 4 packs Guinees fine bleached, 64 packs Guinees common bleached, and 21 packs Guinees common raw; and this considerable shortfall was attributed by the servants to the continuous unrest around the mountain roads, whereby the supply of cotton yarn in that province was halted for a large part of the year; the resulting dearness of that spun material, which rose in price almost one capital higher than in the previous year, the extraordinary procurement made by the English in these years at Vizagapatnam, and the encumbrances that the Company's merchants had to endure from the land Regent; as the procurement was thereby suspended for several months. We hope that the aforementioned reasons advanced by the respective chiefs for not completely fulfilling the Demands may be favorably accepted by Your Right Honourables; as we can assure the same in truth that our procurement in this year has suffered very much, both from the dearness of provisions at Sadraspatnam and from the domineering conduct of the English in the weaving villages to the north. Meanwhile, Your Right Honourables may rest completely assured that we shall take as much care for the complete fulfillment of the new Demands in good quality as can and must be expected from honor-loving servants. and whereby reference is made to that, to sell, and to have the lesser yield, as the prime purchase cost, compensated by them with an advance of 50 percent; as examples thereof can be found in our resolutions of the 16th and 25th of August of the past year, to which, in order to avoid all prolixity, we respectfully refer, in the trust that Your High Excellencies will be pleased to conform to these our arrangements, which we have deemed absolutely necessary for the revival of the cloth collection, and the arrangement made regarding the painters here. And since the undersigned Governor has now, for two years, or since the permission was granted to private individuals for the shipment of cloths to Batavia, had the greatest trouble in the world to get the chintzes painted that the Company annually demands for Europe, owing to the large multitude of chintzes and other coarse cloths that the painters undertake to paint from private individuals because of the higher wages they pay, His Honour, in order to remove the detriment that the Company's collection thereby came to suffer, has thought fit to select and appoint for the painting of the Company's chintzes a head painter, alongside five lesser head painters, and to assign them a number of 70 painters, with whom they have undertaken to perform the painting work for the Company; as further appears from the report submitted thereon at our session of the 24th of November by the Adigaar of the villages Johannes Scheuneman, in the hope that these arrangements, devised and put into effect by His Honour for the best of the Company, may be fully approved by Your High Excellencies; the more so because not the least detriment is thereby caused to the private traders, as there still remain here for the painting of their cloths well over 70 painters, besides those who live at Poetoer porwacherie and Reinier petten, with which they will be well able to manage. Regarding the 200 lb of fine cotton yarn demanded in the year 1774 from Palleacatta, but which remained unfulfilled, the servants, upon our further inquiry into the cause of that non-fulfilment, answered in their letter of the 30th of August 1775 that the merchants still continue to pretend that, despite all their efforts made to obtain that yarn, it has not been possible for them to procure it, on account of the considerable purchase thereof by both the English Company and private individuals, who have much influence in the place where that yarn is spun, through their relationship with the Nabob, who is the lord thereof; but that they were nevertheless of the opinion that the true reason for that non-fulfilment was that the merchants will have seen no profit in that supply. Surprise at the shipment of the aforementioned 12 packages of English sort from Jaggernaikpoeram with the ship de Both to Europe without giving notice thereof, of which the Government would have remained entirely ignorant if the Lord Governor had not made it known; communication to be made thereof to the Gentlemen Masters, and with what request. And since the Jaggernaikpoeram chiefs, to our extreme surprise, have not only caused 12 packages of ordinary bleached and raw Guineas of the first sort of an English weave to be manufactured, but have even sent 3 packages of raw Guineas thereof under the returns of the ship de Both to the Fatherland, without rendering the least account thereof to the Gentlemen Masters or to us, either by letters or by invoices; indeed, we would have remained entirely ignorant of this their unauthorized action had the undersigned Governor not discovered it and made it known to us by a private letter of the 29th of November of the past year written to His Honour by the Chief Baars; for that reason, we have thought fit to report this omission in the letter now departing to Her High Noble High Worships, and at the same time respectfully to request them to have the aforementioned three packages of cloths, which are listed on the invoice of the return ship de Both under No 2 124 39, sold separately, in order to see what profit they will yield, and then kindly to inform us whether they would be pleased to be served with such sorts, of which, according to the statement of the servants, a reasonable quantity could be obtained annually, provided we, as the English do, paid 10 percent more for them than the Company currently gives for the ordinary raw Guineas of the first sort; meanwhile, we shall not fail to reprimand the chiefs most severely concerning their conduct in this matter, with the prohibition for the future from making any contracts of that nature without our prior knowledge, much less sending such foreign sorts collected.

With this we could now suitably move on from this article, since we trust that we have fully treated in it everything of any importance regarding this matter that was to be communicated to Your High Nobilities; but since, subsequent to our last respectful letter to Your High Nobilities of the 28th of October last, the explanation of the former chief of Palleacatta, our present Chief Administrator the Senior Merchant Philippus Jacobus Dormieux, and the Secunde there Hendrik Scoffier, has arrived, regarding the meager shipment in the ship De Wakkerheid of merely 3 packs of linens for Europe and 13 packs for the Indies on the respective demands for the year 1775, about which they have been severely reprimanded; we have, in accordance with our promise made in the aforementioned respectful letter, deemed ourselves obliged to further communicate to Your High Nobilities on this occasion, that those servants, by their letter of the 19th of October last, have accounted for themselves satisfactorily and to our particular contentment, by demonstrating sufficient reasons that they have made every effort that could ever be required of them toward the timely provision of the demands; and that thus the getting ready of such a small number of linens at a time when the entire demand ought to have already been bound, is to be imputed not to them, but to their shameless, sluggish merchants, who, although they were detained in the Fort for several days, cared as little about this coercive measure—which is the absolute utmost to which the chiefs at the subordinate offices may proceed—as they did about the earnest exhortations made to them by the servants. Concerning the deficits of the deceased Jaggernaickpoeram Secunde Jan Dumon in the small cash and the warehouses, amounting in money to f 19110. 2. –, besides some goods accounted for without a monetary sum, we have, in accordance with the resolution taken at our sessions of 25 August and 24 November, written to the Chief Baars to make the monies of that estate remaining under his custody serve, so far as they can extend, toward the reduction of the aforesaid debt, and to charge the remaining amount here, to be compensated here; with orders at the same time to send over a separate note in which the value of the aforesaid unappraised goods is made known, which we shall then likewise cause to be settled. Since our lodge at Narzapoer has been virtually abandoned for several years, we keep there only 1 Brahmin and [illegible] peons merely to maintain, as it were, the Company's right to that post; but as their upkeep nevertheless causes more or less some expense to the Company, we ordered the Chief, by letter to Palicol of 31 May past, to investigate whether there still remains any necessity for the Company to keep that post any longer, in order, if the contrary be true, to propose respectfully to Your High Honors to move away from there entirely so as to avoid unnecessary expenses. However, as he puts forward in his respectful report made thereof by letter of 16 July 1775: "that the Company's lodge together with a small hamlet is situated there on the bank of a major river not far from the sea, where not only sloops and other large vessels can easily enter and exit, as there is 10¼ feet of water at the mouth at low tide, but even vessels could be built and repaired there, as the English do"; with the added urgent plea that, instead of abandoning that post, the Company's right there be maintained by raising, even if it were only an earthen wall, around the lodge, and repairing the warehouse there which has almost collapsed; all the more because one could now with ease send the Palicol piece-goods again from there by sea to Nagapatnam and Iaggernaikpoeram without being apprehensive of obstacles, since the English, after the Nawabship of Elloer and Rahimahindrawan came into their hands, have become our protectors there; we take the liberty of respectfully presenting to Your High Honors the aforesaid reasons advanced by Chief Accama for the restoration of our lodge at Oranzapoer; and since we consider them very well founded, we at the same time request Your High Honors to permit an earthen wall to be raised around our lodge there, and our further buildings to be somewhat repaired, in order thereby, and by stationing a few more men, to secure afresh the right of the Company, upon which the English have already made some encroachment by building on the Company's land.
